This is not a war chest or a dragon's hoard — it reads like the belongings a cautious minor noble might hide during hard times: portable valuables, paperwork that could open doors in the city (or cause trouble), and a few items intended to maintain appearances. The goods are modest but useful to a level 2 party: coin to buy supplies, a single useful potion, items for favors and roleplay, and a couple of saleable gems and trinkets that can fund the next few days of travel or bribery.
