The party cleared a small rift where eight stray elementals had been drawn like moths to a scrap pile. They found the source of the commotion: a long-time lunatic scavenger-cultist who'd been living off refuse and petty magics, gluing elemental fragments to her collection to keep them "interesting." Between elemental remains and decades of scavenged junk, the party recovers a motley trove of practical crafting reagents, useful consumables, a few gems, a crowd of worthless trinkets the lunatic treasured, and one useful stolen magic item (probably plucked from an unwary traveler years ago). The haul is meaningful to a 3rd-level party — helpful for crafting, spell components, and small purchases — but not game-breaking.
