He will not sell items that could dangerously unbalance the city (no open flame explosives, no psionic foci) and expects haggling to include a small service in return — a strange favor, a delivery, or a dusky trinket from the surface. He refuses to do business with known svirfneblin and marks their names on a chalkboard behind the counter.”
