Elias Ward runs the place with the calm efficiency of a clerk and the warmth of an old friend. He pours precise cups of tea for customers, remembers operative ID numbers, and asks after the names of teammates in a way that feels helpful rather than prying. He will offer discounts for 'official' business and will quietly make a note in a ledger when a purchase interests him. Notes for the DM: Elias is secretly the party's BBEG in disguise, an alternate version of a former party member called Zayne who has been stalking TAP leadership. He is charming, cultured, and exceedingly patient. He never raises his voice, he compliments people's accuracy in paperwork, and he keeps his hands visible when talking. The party should not suspect Elias; he cultivates trust, offers mundane favors like photocopying paperwork and vouching at field offices, and never draws attention to his peculiar knowledge. Use mundane warmth and bureaucratic competence to mask his true motives. Keep his inquiries small and seemingly helpful: requests for names, schedules, and the odd favor. He records details in an innocuous leather ledger that appears to be a supplier log. Over time the ledger contains the clues for a reveal only when the DM is ready.”
