Bill is a massive cloud goliath with grey skin and wispy white markings. He has a notable nervous slouch and a prominent belly. He wears a grime-streaked black leather trench coat and a rounded black bowler hat, which he calls his pot belly hat. His eyes are constantly scanning for trouble.

Bill is incredibly cynical and talks to his primal hawk spirit like a weary mentor. He is a career failure who over-analyzes every simple task, giving him his ironic nickname. He trusts no one with a pulse except his sky spirit.

Bill Watkins was never the brightest or strongest goliath in his mountain tribe. After falling literal miles during a botched migration, he survived and drifted into the smog-choked alleys of the lowlands. He spent thirty years as a low-level crook, failing at heists because he constantly over-thought the escapes. The criminals in the slums mocked him as The Brain, and he eventually embraced the role of the big, bumbling thinker in a leather coat. His life changed when he discovered he could summon a spirit of the clouds, a companion of the sky that never judged him for his mistakes. Now he survives as an urban ranger, navigating the rooftops and alleys, using his companion to spot city guards before they spot him. He is still on the run, but with his hawk above, he finally feels like he has a plan.
