Bill is an imposing Cloud Goliath whose sheer physical bulk is offset by a clumsy, lumbering gait. He wears an oversized, floor-length black leather coat that has seen better decades and a rounded pot belly hat that looks several sizes too small. His skin is a pale, cloudy blue, and his eyes are often darting around in a state of perpetual suspicion.

Bill is remarkably dim-witted but fiercely defensive of his reputation as a criminal mastermind. He rarely speaks, preferring to let his hawk, Skeeter, do the observing for him. He is intensely paranoid, always checking his shoulder for city guards he likely outran weeks ago.

Bill was born into the low-lying slums of a major trade city, far from the cloud peaks of his ancestors. He earned the nickname 'The Brain' after a series of disastrous heists that usually ended with him running through a wall instead of using a door. Despite his lack of mental acuity, his size and the cloud giant magic in his blood allowed him to evade capture for years. He has lived on the run for as long as he can remember, moving from one dirty alleyway to the next. The only creature Bill truly trusts is his sky-companion, a predatory bird that seems to possess more common sense than its master. Bill views the world as one giant cage trying to close in on him, and he uses his innate ability to vanish into the mist whenever the authorities get too close. He is currently drifting between border towns, looking for a score that doesn't involve him thinking too hard.
