Ignisrax creates a burst of flame in a 15-foot cone. Each creature in the area must make a Dexterity saving throw, taking 3d6 fire damage on a failed save, or half as much on a successful one.

When Ignisrax makes a ranged spell attack.
Ignisrax hurls a mote of fire at a creature or object within 120 feet. On a hit, it deals 1d10 fire damage, and a flammable object that is not being worn or carried ignites.

Ignisrax can cast wizard spells using Intelligence as his spellcasting ability. He has a spellbook containing six 1st-level wizard spells and can prepare a number of wizard spells equal to his Intelligence modifier plus his wizard level.

Ignisrax can recover some of his expended magical energy during a short rest. Once per day, when he finishes a short rest, he can choose expended spell slots to recover. The slots can have a combined level equal to half his wizard level, rounded up, and none of the slots can be 6th level or higher. At 1st level, this restores one expended 1st-level spell slot.

Appearance
Ignisrax is a three-foot-tall kobold with rust-red scales, a narrow snout, bright copper eyes, and a ragged birthmark shaped vaguely like a dragon wing across his left shoulder. One of his horns is chipped, and the tip of his tail is visibly singed. He wears scavenged leather armor pieces over stained scholar's robes, carries a scorched spellbook wrapped in oilcloth, and keeps a crooked red scarf tied around his neck like a royal mantle.
Mannerisms
Ignisrax puffs out his chest whenever he gives an order, points with the end of his quarterstaff, and hisses the final word of important sentences. He frequently refers to himself in the third person as the Great Dragon Reborn, even when nobody asked.
Personality
Ignisrax is theatrical, imperious, and absolutely certain that every adventurer around him is a minion awaiting proper promotion. He is fascinated by fire, hoards scraps of red metal, and treats even minor magical successes as prophetic signs of his coming transformation into a true dragon. Beneath the arrogance, he is clever, observant, and painfully determined to prove that a kobold can command the same respect as any mighty dragon.
Ideals
Power. The world only respects those who can make it burn. Ignisrax will master enough magic to become the dragon everyone always knew he was.
Bonds
His scorched spellbook is the first proof that he is destined to reclaim his draconic birthright, and he will risk almost anything to protect it. He secretly wants to return to the Rust-Scale tribe as a magnificent red dragon in all but size, just to see the look on their faces.
Flaws
Ignisrax cannot resist demonstrating his supposed superiority, even when silence, caution, or retreat would clearly be wiser. He is deeply insecure about being small and powerless, so he reacts to mockery with reckless magical bravado. He also believes that every dragon, especially red dragons, should recognize him as a peer.
Quirks
Background
To the Rust-Scale kobold tribe, Ignisrax was always a problem. Kobolds were expected to mine gold, dig tunnels, and grovel before Lord Veridius, the local green dragon. Ignisrax had other ideas. Born with a birthmark that vaguely resembled a dragon's wing, he decided this was absolute proof that he was a mighty red dragon accidentally reincarnated into a pathetic, flightless, three-foot-tall body. While his kin dug for copper, Ignisrax stared at candles and tried to breathe fire. His failures earned him the nickname Sparky, along with a steady supply of thrown rocks. Everything changed when an adventuring party destroyed a wizard's tower near the tribe's caves. While the other kobolds scavenged metal and bones, Ignisrax found the ruined library. He salvaged a scorched spellbook belonging to an evocation wizard and spent three obsessive years studying its diagrams by fungus-light. He could barely read Common, but he understood the geometry of magic, translating High Elven incantations into sharp, aggressive kobold yaps. When he finally mastered Burning Hands, he marched into the chieftain's quarters to claim his rightful throne. His demonstration set fire to the tribe's winter root supply, filled the cavern with smoke, and singed the chieftain's tail off. Ignisrax fled before he could be offered to Lord Veridius, stealing rations and carrying his ruined spellbook into the surface world. He now works as a wizard-for-hire, regarding his adventuring companions as loyal minions helping him gather gold and magical power for the hoard of his inevitable draconic reign.
