The Shadow-Line Runners

For decades, the Quiet Ledger operated mainly through clerks, quartermasters, and sympathetic merchants. The cell emerged when increasingly rigid frontier controls made paper manipulation insufficient. Its early runners moved ration grain, medicine, and messages between isolated watch communities. As the Ironscale Marches became more militarized, their cargoes grew more dangerous: untaxed Star-Sand, foreign religious texts, forbidden maps, and officials seeking to defect. Their greatest triumph came during the Ash-Tide Shortage, when they redirected seized grain through hidden coastal channels and prevented a garrison mutiny. Their greatest setback followed twenty years later, when the patrol ship Lantern of Victory captured an entire route ledger and executed six couriers. The surviving members abandoned written route records and developed the present system of memorized signals, dead drops, and compartmentalized crews. In recent years, the Runners have been pulled toward larger conflicts involving the Dawn Compact Renewal, military corruption, and disturbances beneath the strait.
