Its standardized seals reduced ordinary theft, while its guards made the most dangerous roads traversable. Merchant houses that joined early grew wealthy enough to purchase political influence in Verulana. The watershed moment came during the Second Silt Famine. A lunar mana surge caused the Sunken Sun to shift, burying two wells and exposing a new route toward an ancient ruin complex. The Compact's directors deliberately withheld their reserve water for eleven days while independent settlements exhausted their stores. When the Sultanate requested relief, the directors demanded exclusive control over emergency distribution. The agreement saved thousands of lives, but it granted the Compact authority to ration water, license wells, and impose extraordinary tolls during declared crises. The emergency powers were never fully revoked. Later triumphs included the fortification of the Siltgate, the construction of the Copper Thread road, and the capture of several smuggling fleets that moved goods through hidden silt channels. Setbacks followed when free caravans exposed falsified toll records and when elemental wardens destroyed three extraction camps. The Compact survived by purchasing witnesses, rewriting contracts, and presenting every scandal as the necessary cost of stability. Today, it is no longer merely a trade alliance.
