For its first several decades, the Exchange was a loose fraternity of maintenance workers, freight thieves, and displaced market families. Its watershed moment came during the Brass Quarantine, when Azimut sealed an entire Grand Hollow district after a self-aware Gearforged escaped into the industrial undercity. Official crews stopped all movement through the district, trapping residents without food, medicine, or replacement air filters. The Exchange reopened the forbidden tubes, smuggled supplies past the cordon, and extracted hundreds of residents. The operation made the network beloved among the Hollow's poor and marked it for permanent surveillance by the technocratic authorities. After the Quarantine, the Exchange adopted its current structure, standardized its black brass tokens, and began maintaining redundant routes rather than relying on a single tunnel system. Later triumphs included breaking a Cartel-backed freight monopoly, recovering an entire shipment of stolen air filters, and exposing a corrupt inspection office. Its setbacks were equally severe. Three route-keepers vanished during an attempted bargain with the Obsidian Tribunal, a major safehouse collapsed beneath a failing transit shaft, and one ambitious leader sold half the network's route codes before being found dead inside a sealed tube. Today, the Exchange is richer and more influential than ever, but its success has made it too visible to remain merely criminal.
