The Vermilion Scepter
Founded in the wake of political turmoil, the cult grew from a band of dispossessed courtiers and disgruntled soldiers into a network that mixes showy charity with clinical cruelty. Early decades were marked by brazen acts of terror to seize resources. After the failed coastal coup 72 years ago, the cult adopted a dual strategy. Publicly they rebranded as benefactors, funding shelters and hospitals that earned them goodwill. Privately they perfected methods of legal corruption, ritual subjugation, and clandestine murder. Their growth stalled after a zealous inquisitor exposed one of their smaller temples twenty years ago, but that exposure mainly led to deeper secrecy rather than dissolution. Over the last three decades they have spread to three coastal cities and a dozen inland towns, each with a hidden cell and a visible charitable front. The Scepter has survived thanks to deadlier ruthlessness and a willingness to corrupt anyone useful, including some minor demons worked into oath-bound servitude by one of their rite-smiths.
