Founded in the wake of political turmoil, the cult grew from a band of dispossessed courtiers and disgruntled soldiers into a network that mixes showy charity with clinical cruelty. Early decades were marked by brazen acts of terror to seize resources. After the failed coastal coup 72 years ago, the cult adopted a dual strategy. Publicly they rebranded as benefactors, funding shelters and hospitals that earned them goodwill. Privately they perfected methods of legal corruption, ritual subjugation, and clandestine murder. Their growth stalled after a zealous inquisitor exposed one of their smaller temples twenty years ago, but that exposure mainly led to deeper secrecy rather than dissolution. Over the last three decades they have spread to three coastal cities and a dozen inland towns, each with a hidden cell and a visible charitable front. The Scepter has survived thanks to deadlier ruthlessness and a willingness to corrupt anyone useful, including some minor demons worked into oath-bound servitude by one of their rite-smiths.

Founder’s Story

The Vermilion Scepter formed after the assassination of a feared city lord roughly 120 years ago. A disgraced courtier named Seran Malk built a following by promising practical power to the desperate: wealth, vengeance, and a path to personal sovereignty through ritual submission to a divine principle of tyranny. The movement coalesced around a ceremonial scepter recovered from the ruins of an infernal shrine. Seran declared the scepter a holy instrument of Asmodeus and established the first chapter in a ruined manor. Early triumphs were brutal and local: Seran's men replaced three municipal magistrates with pliant puppets and routed a guild that resisted their tithes. The watershed moment came 72 years ago when the Scepter attempted to seize control of a coastal city by assassinating a popular admiral. The attempt failed but revealed the cult's reach and the danger of open violence. Since then the cult shifted tactics, building front charities and businesses to gain influence slowly while still conducting secret atrocities. Seran vanished decades ago under mysterious circumstances; the scepter was melted and reforged into dozens of ceremonial tokens that cement loyalty across chapters.
