The Drowned Veil began in the aftermath of the Dry Season Lockout, when Verulana’s ruling council restricted water access to the lower districts and diverted emergency reserves toward the Crown Oasis. Neris Vey and a small circle of canal workers responded by opening a sealed maintenance channel, allowing enough water into the lower wards to prevent mass death. The council declared the act treasonous and executed several workers. This became the faction’s first martyrdom. For years, the movement operated as a loose network of repair crews, shrine-keepers, and smugglers. Its early actions were selective, aimed at corrupt officials and predatory water merchants. The faction’s watershed moment came during the Night of Nine Gates, when nine aqueduct gates opened at once across Verulana. The resulting flood destroyed three administrative archives, drowned an entire tax office, and exposed a hidden reserve beneath a magistrate’s compound. Thousands were displaced, but the revelation proved that the ruling institutions had concealed emergency water stores. Public outrage transformed the Drowned Veil from a local cult into a citywide conspiracy. The government responded with mass arrests, disappearances, and the construction of new warded sluice stations. The faction survived by dividing into autonomous cells. Over the next two decades, it infiltrated maintenance guilds, funeral societies, bathhouse networks, and refugee communities. Its current leaders now seek a coordinated upheaval rather than isolated acts of vengeance. Their greatest success was the Quiet Turning, which redirected a minor leyline beneath an aristocratic quarter and caused years of unexplained foundation shifts. Their greatest setback was the failed Crownless Tide, an attempt to flood the central palace district that instead contaminated several refugee wells. The disaster split the faction between those who demand restraint and those who believe civilian suffering is the unavoidable price of liberation.
