Setbacks include a bloody purging twenty years ago, when a traitor’s betrayal led to a rival gang murdering a dozen members in public. That purge birthed the current rigid loyalty culture. Over the decades, the Fold became the quiet power behind city secrets, steering commerce and votes with invisible threads.
