The Oasis Consortiums

For its first century, the Consortium was a defensive alliance of rival houses. It stabilized caravan routes, standardized weights, and funded public wells. Its greatest early triumph came during the Ashwind Invasion, when Consortium-financed convoys kept three cities supplied after the Sultanate's army was cut off from the coast. The reward was the first Royal Water Charter, granting the coalition authority over commercial water distribution. During the Glass Bloom, prospectors discovered pale dunes that could be refined into exceptionally clear glass. The Consortium bought the claims, built guarded furnaces, and turned Verulana into the region's dominant producer of lenses, mirrors, and ceremonial glass. This period also introduced the first Star-Sand contracts, after strange glittering grains were found in the deepest glass-sand layers. The watershed moment came during the War of Seven Banners, 118 years ago. A rival oasis city attempted to leave the Consortium's trade network. The Seven Signatories responded by closing its credit lines and water shipments. When the city resisted, Consortium-backed forces destroyed its main reservoir gates. Thousands died, and the city surrendered within nine days. The Sultan publicly condemned the atrocity, but secretly accepted a share of the captured debt. From that moment onward, the Consortium ceased to be merely a coalition of merchants and became a power capable of deciding which settlements would live, prosper, or collapse. In the last generation, the Consortium expanded into caravan finance, insurance, mining technology, and political lending. Its wealth has grown, but so has resistance. Recent mine collapses, rising water prices, and rumors of falsified Star-Sand assessments have created the most serious internal crisis in its history.
