Lumenae began as a refugee sanctuary 120 years ago. The Covenant of the Crescent established a written code melding ritual observance with city statutes. Early decades were hard. Crops failed, and pirates preyed on supply runners. A watershed moment came seventy years ago when Lumenae faced annihilation as Aureth Deepworks began deploying seabed drills that poisoned nearby kelp terraces. The Council of Currents forged an improbable alliance with a surface fisher commune and sacrificed the Spire's outer gardens to flood a trench that disabled the drills. The victory preserved Lumenae and forged the Covenant's wartime identity. Since then, Lumenae grew into a local power with a large population of merfolk and sea refugees. The city has rebuilt, refined its rituals, and become known as a place of sanctuary, but new external pressures and internal demographic change are testing its founding ideals.

Founder’s Story

A century and two decades ago, when sea levels rose and a violent storm shattered a string of coastal villages, a band of seafolk led by High Mariner Lysa Ondrel found shelter in a newly revealed basalt cavern. Lysa proclaimed that Selene the Sea had shown them a cavern lit by moonlight through the water. She organized the survivors into a covenant combining temple rites, civic law, and mutual aid. Lysa negotiated with nearby surface communities for supplies and taught the refugees how to farm kelp terraces and raise pearl oysters. The city—called Lumenae—grew from that covenant. After Lysa's death, the community codified the Covenant of the Crescent, a set of laws blending ritual obligation and civic duties that still govern the city.
