The Open Sky Compact

For its first decade, the Compact was little more than a survival pact among pilots who moved food and medicine past the Consortium's earliest toll stations. Its first great triumph came when the pilots redirected an entire season's worth of grain through abandoned mining vents, forcing the Consortium to reduce tariffs rather than admit that its checkpoints had been bypassed. The watershed moment came during the Red Gale Famine. A Consortium blockade trapped several upper-terrace communities beneath storm clouds for nearly a month. The Compact's leaders organized the largest smuggling operation in canyon history, breaking into three corporate depots and moving their contents through twenty-seven hidden launch sites. The operation saved thousands, but six pilots died and one captured mechanic revealed enough route information to allow the Consortium to destroy four Ghost Hangars. Afterward, the Compact abandoned centralized planning and adopted its cellular structure. In the decades since, it has survived raids, betrayals, internal schisms, and shifting Sultanate policy. It created the Equalizer Depots, developed a coded flare language, and assembled a fleet of unbranded cargo skyships. Its victories are rarely permanent. Every tariff reduced is replaced by another fee, every liberated route is watched, and every safehouse eventually becomes a target. The Compact remains alive because the canyon communities continue to feed it pilots, rumors, and reasons to keep flying.
