The Gray Arrow began as a loose circle of dockworkers and sailors who helped victims of corrupt maritime law. During its first year, the circle exposed three officials and recovered stolen relief cargo intended for a storm-damaged island. This made them popular among common sailors but drew attention from merchants and investigators. In its third year, the organization suffered its first major setback. A recruit sold a list of safehouses to a mercenary captain, leading to the capture of two Grayhands and the destruction of several contacts. Stin responded by decentralizing the faction. No field operative would know more than necessary, and no tavern contact would be forced to learn the whole network. The watershed moment came in the seventh year, during the Ashwater Convoy Incident. A brutal pirate captain planned to seize a convoy carrying medicine and food to several island settlements. The Gray Arrow infiltrated the convoy, redirected the pirate fleet toward an empty decoy route, and assassinated the captain before the attack began. Rather than expose themselves, they allowed the Red Wake to claim credit for the rescue. This created the secret alliance that still exists today. Since then, the Gray Arrow has grown from an idealistic rescue network into a regional shadow power. It protects civilians, eliminates predators who evade the law, manipulates shipping routes, and recruits through weekly trials. Its members increasingly debate whether they are defending Sorania from tyranny or preparing to rule it without consent.
