After the failed convoy raid thirty years ago, the survivors reorganized into razor-sharp cells that communicated through the ledger cipher. Over the next two decades they embedded themselves into the port economy. They expanded influence to two smaller coastal towns by buying taverns and bribing officials. A recent generation introduced modern forgeries and a system of staged scandals that keep rivals focused elsewhere. The creation and maintenance of the false public leader was a defining cultural innovation that ensured internal cohesion and external misdirection.
