Fissure Cultist

A member of a secretive cult devoted to harnessing planar energies for dark rituals. Fissure Cultists appear whenever a nexus point falters, offering blood, memories, and stolen relics to the forces leaking through the wound. Some serve the Obsidian Tribunal as expendable leyline agents, while others act independently, convinced that the fissures are awakening entities older than the gods.

Planar Channeling. At the start of the cultist's turn, if it is within 5 feet of an active ley fissure, the cultist regains 5 hit points.
Zealous Conduit. The cultist has advantage on ability checks made to identify, interpret, or manipulate a planar fissure or leyline anomaly.
Rod Strike. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 3 () bludgeoning damage.
Chill Touch. Ranged Spell Attack: to hit, range 120 ft., one target. Hit: 9 () necrotic damage. The target can't regain hit points until the end of its next turn.
Fissure Pulse. The cultist draws power from a nearby planar rupture. Each creature of the cultist's choice within 10 feet of the fissure must succeed on a Dexterity saving throw or take 5 () force damage and be pushed up to 5 feet away from the fissure.
Fissure Veil. When the cultist is hit by an attack while within 5 feet of a ley fissure, the cultist gains half cover against that attack, potentially causing it to miss. The cultist can use this reaction once per round.

Chill TouchNecromancy— The cultist creates a spectral, skeletal hand in a space within range. The hand makes a ranged spell attack against one creature within 5 feet of it, dealing 9 (2d8) necrotic damage on a hit. The target can't regain hit points until the end of its next turn. The hand lasts until the end of the cultist's next turn or until dismissed.
