The Yellow-Crowned Goblin
Legends describe the goblin as the last sovereign of a vanished underground court. He gained power by collecting magical oaths and punishing those who broke them. When his kingdom fell, he bound his soul to his throne and crowned the skull of his most trusted executioner. Some accounts claim he now seeks a new kingdom, while others say he is waiting for the return of a forgotten heir.

Magic Resistance. The goblin has advantage on saving throws against spells and other magical effects.
Throne-Bound Sovereign. The goblin cannot be moved against his will while he is within 30 feet of the Throne of the Last Oath. He has advantage on checks and saving throws against being knocked prone or restrained.
Legendary Resistance. The goblin has four uses of Legendary Resistance per day. If he fails a saving throw, he can choose to succeed instead. If the throne is sanctified or destroyed, he loses two remaining uses immediately.
Undead Courtier. The goblin does not need to eat, drink, breathe, or sleep. He is immune to magical sleep and cannot be aged magically.
Feast on Broken Oaths. When a creature within 60 feet knowingly breaks a promise, oath, or declared agreement, the goblin gains 15 temporary hit points and can immediately move the Crowned Skull up to 30 feet without provoking opportunity attacks.
Greenflame Sight. The goblin's empty eye sockets emit green flame. He sheds dim green light in a 20-foot radius and can see normally through darkness, magical darkness, smoke, and visual illusions.
Crowned Skull Herald. The Crowned Skull is a magical extension of the goblin. It can hover, cannot be grappled, and has a flying speed of 60 feet. It can occupy another creature's space, but it cannot end its movement there.
Last King of the Stone Seat. If the goblin would be reduced to 0 hit points while the throne remains intact, he instead drops to 1 hit point, becomes incapacitated until the end of his next turn, and the throne cracks. This trait cannot function again until the throne is repaired by a major magical ritual.
Multiattack. The goblin makes two Graveflame Bolt attacks, or one Graveflame Bolt attack and uses Command the Crown.
Graveflame Bolt. Ranged Spell Attack: to hit, range 120 feet, one target. Hit: 27 () necrotic damage plus 18 () fire damage. The target must succeed on a Constitution saving throw or have its speed halved and be unable to regain hit points until the end of its next turn.
Thronebound Command. The goblin targets one creature it can see within 90 feet. The target must succeed on a Wisdom saving throw or become magically compelled until the end of the goblin's next turn. While compelled, the creature must use its reaction, if available, to move up to its speed toward a location chosen by the goblin, avoiding obviously lethal terrain. If it ends this movement within 5 feet of an ally, the goblin may force the compelled creature to make one weapon attack against that ally.
Crownfire Exhalation. Green fire erupts from the goblin's empty eye sockets in a 60-foot cone. Each creature in that area must make a Dexterity saving throw, taking 45 () fire damage plus 22 () necrotic damage on a failed save, or half as much damage on a successful one. A creature that fails is also blinded until the end of its next turn.
Crown of the Burning Skull. The goblin chooses a point it can see within 120 feet. The skull crown streaks there and detonates. Each creature within 20 feet of that point must make a Dexterity saving throw, taking 36 () fire damage plus 18 () force damage on a failed save, or half as much damage on a successful one. The area becomes filled with ghostly green flame until the end of the goblin's next turn. The area is difficult terrain, and a creature that enters it for the first time on a turn or starts its turn there takes 10 () fire damage.
Summon Throne Wraith. The goblin tears open a shadow beneath its throne and summons one spectral duplicate in an unoccupied space within 30 feet. The duplicate lasts for 1 minute, until destroyed, or until the goblin summons another. The duplicate has 60 hit points, an AC of 19, immunity to necrotic and poison damage, and resistance to bludgeoning, piercing, and slashing damage. It cannot move more than 60 feet from the goblin. While the duplicate exists, the goblin has advantage on saving throws against spells and other magical effects.
Shatter Concentration. The goblin targets one creature within 60 feet that is concentrating on a spell. The target must make a Constitution saving throw. On a failure, its concentration ends, and it takes 22 () psychic damage. On a success, it takes half damage and maintains concentration.
Withering Touch. The goblin touches a creature within 5 feet. The target must make a Constitution saving throw, taking 44 () necrotic damage on a failed save, or half as much damage on a successful one. The goblin regains hit points equal to half the necrotic damage dealt.
Throne Slip. When the goblin is hit by an attack, he reduces the damage by 25 () and teleports to an unoccupied space within 30 feet that he can see. The throne then emits green flame, and each creature within 5 feet of the throne must succeed on a Dexterity saving throw or take 14 () fire damage.
Rewrite the Oath. When a creature the goblin can see within 60 feet succeeds on a saving throw against one of his spells or abilities, the goblin forces it to reroll the save and use the new result.
Graveflame Bolt. The goblin makes one Graveflame Bolt attack.
Crown Drift. The goblin or the Crowned Skull moves up to 30 feet without provoking opportunity attacks.
Royal Terror (Costs 2 Actions). One creature the goblin can see within 60 feet must succeed on a Wisdom saving throw or become frightened until the end of its next turn. While frightened this way, the creature cannot willingly move closer to the goblin.
Oathbreaker’s Decree (Costs 2 Actions). The goblin uses Thronebound Command or Shatter Concentration.
Throne Inferno (Costs 3 Actions). The goblin uses Crownfire Exhalation if available, or the Crowned Skull uses Crown of the Burning Skull.
