Glacier Wraith

Sailors tell of a captain who bargained with a dying frost spirit to save his crew. Years later his ship was found frozen solid and no one ashore would say what happened. The captain's sigh became the first Glacier Wraith. Since then similar tragedies feed the wraiths of the polar wastes.

Incorporeal Glide. The Glacier Wraith can move through other creatures and solid objects of nonmagical ice as if they were difficult terrain. It takes 5 () force damage if it ends its turn inside a solid object.
Sustaining Cold. The wraith is healed by frigid weather and by damage dealt to creatures frozen by its Frostbite Touch. It regains 10 hit points at the start of its turn for each creature it has frozen within the last minute, up to a maximum of 30 per turn.
Undead Nature. The wraith does not require air, food, drink, or sleep. It is unaffected by spells and effects that require a biological body unless those spells specifically target undead.
Frosted Light. Any light source within 30 feet of the Glacier Wraith is dimmed as frost clings to the flame, reducing bright light to dim light and imposing disadvantage on checks that rely on sight if the source is not magical.
Frostbite Touch. Melee Spell Attack: to hit, reach 5 ft., one target. Hit: 21 () cold and necrotic damage and the target's speed is reduced by 10 feet until the end of its next turn. If the target is reduced to 0 hit points by this attack, it is frozen in a block of ice and becomes restrained. A creature can escape the ice by succeeding on a Strength check as an action; the ice has AC 15 and 30 hit points (immune to cold).
Blizzard Breath. The wraith exhales a cone of freezing wind 60 feet long and 10 feet wide. Each creature in the area must make a Constitution saving throw, taking 45 () cold damage on a failed save, or half as much on a successful one. Creatures that fail by 5 or more are also stunned until the end of their next turn as frost numbs their limbs. The area becomes difficult terrain of slick ice for 1 minute. A creature can end the difficult terrain for itself by spending an action and succeeding on a Dexterity saving throw.
Iceshard Lance. Ranged Spell Attack: to hit, range 120 ft., one creature. Hit: 27 () cold damage plus 9 () necrotic damage. On a hit the target also suffers a -10 penalty to Wisdom (Perception) checks that rely on hearing until the creature finishes a short or long rest.
Recoil of Ice. When a creature within 30 feet damages the Glacier Wraith with a melee attack, the attacker must succeed on a Constitution saving throw or take 10 () cold damage as frozen shards recoil into them.
Icy Shift. Shift. The wraith moves up to 30 feet without provoking opportunity attacks and may move through solid ice or snow as if it were difficult terrain.
Whisper of Cold (Costs 2 Actions). Whisper of Cold. The wraith targets one creature it can see. That creature must succeed on a Wisdom saving throw or take 14 () cold damage and have disadvantage on attack rolls until the end of its next turn.
Frightful Wail (Costs 3 Actions). Frightful Wail. The wraith emits a spectral keening. Each creature within 30 feet that can hear it must succeed on a Wisdom saving throw or become frightened for 1 minute. A frightened creature can repeat the save at the end of each of its turns. If a creature succeeds, it is immune to this effect for 24 hours.

Innate Lair and Spelllike PowersDivination and Evocation The Glacier Wraith can cast the following spells, using Charisma as its spellcasting ability (spell save DC 17, +9 to hit with spell attacks): At will: detect thoughts (frozen whispers, disadvantage on saves if within blizzard), hold person (1st-level version flavored as frost binding). 3/day each: sleet storm (as spell, but radius is doubled in snowy weather), cone of cold. 1/day: circle of power (as protective glow of cold) and storm of vengeance (flavored with snow and shards).
