Wild Hunt Hallow-Hound

Legend speaks of the Hallow-Hounds as the 'Anvils of the Hunt.' While the riders are the hammers, the hounds are the cold weight that keeps the prey from fleeing. They are born from the first winter shadows of the First World.

Relentless Soldier. The Hallow-Hound is a master of lockdown. Enemies cannot move through its space. If a creature attempts to use a move action to leave a square adjacent to the Hound, it must succeed at an Athletics or Acrobatics check against the Hound's Athletics DC (32). On a failure, the action is wasted and the movement ends. Additionally, the Hound is immune to forced movement.
Frightful Presence. 30 feet, Will save. A creature that fails its save is Frightened 1 (Frightened 2 on a critical failure). While Frightened by this ability, a creature cannot take the Step action.
Marked for the Hunt. The Hound deals additional precision damage to any creature it has designated with its Mark action.
Mark for the Hunt. One Action. The Hound chooses one creature it can see. It gains a +2 circumstance bonus to Perception and Survival checks to find that creature. Only one creature can be marked at a time.
Frost-Breath Snap. One Action. Melee Strike +24 (Reach 10ft). Damage piercing plus cold. On a critical hit, the target is Restrained ( to escape).
Ghost-Step. Two Actions. The Hound moves up to its Speed. It becomes semi-incorporeal during this movement, allowing it to pass through solid objects and creatures. It must end its movement in an unoccupied space.
No Escape. Reaction. Trigger: An adjacent creature moves away from the Hound. Effect: The Hound moves up to its Speed, staying adjacent to the triggering creature throughout its movement.
Hunt's Pursuit. The Hound moves up to its Speed. This does not provoke reactions.
Chill of the Hunt (Costs 2 Actions). The Hound lets out a psychic howl. Each Frightened creature within 60 feet takes cold damage.
4th level
Dimension DoorConjuration 1/day. The Hound vanishes into a mist of frost and reappears up to 120 feet away.
5th level
MoonbeamEvocation 2/day. A beam of cold silver light strikes a target for 5d6 fire (silver) damage and dazzles them.
