Silas the Hollow Toll

Silas was once the city's High Beadle, responsible for announcing executions. During a bloody uprising, he was trapped in his own belfry and lynched with the bell's pull-rope. Now he returns when the city's corruption reaches a breaking point, acting as a grim reaper for the municipal district.

Iron Curfew. The area within 20 feet of Silas is under the effect of a supernatural silence. No sound can be created within or pass through this area, except for the sound of Silas's bell. Casting spells with verbal components is impossible in this radius.
Legendary Resistance. If Silas fails a saving throw, he can choose to succeed instead (2/Day).
Resonant Soul. Silas is immune to the Deafened condition, and any creature that starts its turn within 5 feet of him takes 3 () thunder damage.
Multiattack. Silas makes two attacks with his Iron Clapper.
Iron Clapper. Melee Weapon Attack: to hit, reach 5 ft., one target. Hit: 8 () bludgeoning damage plus 4 () thunder damage.
The Death Toll (Recharge 5-6). Silas strikes the bell on his back. Each creature within 30 feet that can hear must make a Wisdom saving throw. On a failure, a creature takes 18 () psychic damage and is Frightened until the end of its next turn. On a success, it takes half damage and is not Frightened.
Vibrational Parry. When Silas is hit by a melee weapon attack, he can use his reaction to cause the bell to hum. The attacker must succeed on a Constitution saving throw or be pushed 10 feet away and take 4 () thunder damage.
Clapper Swing. Silas makes one attack with his Iron Clapper.
Shifting Echo. Silas moves up to his speed without provoking opportunity attacks. He leaves behind a ghostly afterimage that vanishes at the start of his next turn.
Toll of Despair (Costs 2 Actions). Silas forces one creature he can see within 60 feet to make a Wisdom saving throw. On a failure, the creature has disadvantage on its next attack roll or saving throw before the end of its next turn.
