Between leaning shopfronts and a tavern lit by smoky lanterns, the block survives on wagers, salvage, and bargains made with half a smile and a hand near a knife. The sea is never far away; you can smell it in the plaster, hear it in the boards, and taste it in the cheap liquor passed across scarred counters. Here, commerce is a form of camouflage. One shop patches the nets and boots of desperate fishermen, another sells perfumes, powders, and “good luck” cures, while a third pretends to repair locks for honest clients and quietly helps thieves with everything else. The tavern binds them all together, feeding gossip and vice in equal measure. Beneath the street, old stone corridors and flooded cells wait under the weight of the city, and everyone on the block has a reason to hope the dark below stays buried. By day, the street is all cracked stone, damp laundry, and tired voices. By night, it becomes a narrow theater of exchange: dice rattle, shutters slam, whispers cross the lane, and every doorway looks like either a promise or a trap. Saltshore’s decline has not emptied this corner of the city; it has made it inventive, suspicious, and very hard to kill.

The owner keeps one eye on the tavern and one on the gambling dens, because both send customers who either need a lock opened or a lie laundered. The tavern's barkeep owes the shopkeeper money and begrudgingly sends broken chairs, snapped door bars, and drunken patrons for repairs. Meanwhile, the practical shop next door hates that The Last Key profits from break-ins, but still comes quietly for replacement hardware when their own inventory is short. Beneath the floorboards, the walls sometimes give off a hollow knock, and the proprietor claims it is only old foundation stone. No one believes that for long.

The party earns the gratitude of the barkeep or one shopkeeper, and gains access to a hidden route or valuable rumor about the dungeon below.
If they ignore the problem, the next storm or raid exposes the block’s secrets and several NPCs disappear into the dungeon or into debt.

Defuse the brewing conflict between the practical shop, the locksmith/fence, and the tavern over theft, protection money, and false accusations.

The block stabilizes, trade resumes, and the party gains a reliable hub for information and resupply.
Without intervention, the feud escalates into sabotage, broken windows, and a wave of burglaries that cripples the block.

Explore the hidden dungeon under the block and determine what power or secret is causing the decay and criminal interest.

The party uncovers the truth beneath Saltshore’s decline, claims useful treasure, and may seal or exploit the undercity entrance.
