Hidden directly beneath the marble halls of the capital city hall, this complex is a sprawling subterranean factory of brass, steam, and logic. Every corridor vibrates with the hum of hidden machinery that has operated in secret for centuries.
The air smells of heated copper and ozone, accompanied by a constant, low-frequency ticking that never ceases. Lighting is provided by dim, pulsing gas-lamps and glowing blue soul-gems embedded in the ceiling.

The Prime Logician, a massive clockwork brain suspended in a vat of conductive oil, coordinates all constructs. Its primary directive is to eliminate biological chaos and replace all city officials with perfectly obedient, mechanical duplicates to achieve an era of flawless governance.
History
Three hundred years ago, a master artificer named Valerius Thorne was commissioned to build a perfect municipal filing system. Thorne took the task too literally, constructing an autonomous mechanical bureaucracy that eventually judged its masters inefficient and sealed itself away to plan a total takeover.
