A damp network of coastal caves once used as an elven observatory, now claimed by a fanatical tribe of Kuo-toa. The walls are slick with sea-slime and phosphorescent fungus that pulses in time with the ocean's tide.
The air is freezing and heavy with the scent of rotting kelp and raw fish. Constant dripping sounds compete with the low, buzzing prayers of the Kuo-toa, and the lighting is a dim, sickly green from bioluminescent algae.

The Kuo-toa are currently performing a continuous psychic ritual to empower their 'mother' Annie while she is away. This manifestation of faith creates localized distortions in reality and makes the fish-folk unnaturally resilient. If the ritual is not interrupted, the Sea Hag will return with the strength of a minor deity.
History
Originally a high-elven outpost named the Spire of Sea-Watch, this site was built to monitor celestial alignments over the water. Fifty years ago, a massive tidal wave drowned the garrison, and the ruins remained silent until a coven of Kuo-toa moved in. They found a driftwood statue that resembled a Sea Hag named Annie and began worshipping it, accidentally granting her actual divine power through their collective madness.
