An awning tears loose overhead, civilians scream, and a blue-white arc lashes across the only clear route to the Citadel. Warden Flint Ryder points uphill: "Find the safe marks, keep people moving, and do not touch the bright ones."

NPC Gambits
- Ask Flint for the safest route.
- Split tasks between civilian rescue and ward stabilization.
- Use a collapsing awning as cover or drop it to block a surge.
- Call out clear instructions and move civilians in small groups.
- Follow the blue runes instead of taking the shortest street.
NPC Reactions
- Helpful success: Flint points out a safer ward-line and gives advantage on the next check.
- Visible concern for civilians: Flint risks himself to open a blocked route.
- Repeated selfish choices: Flint stops helping the party and demands they earn passage through rescue work.
- Three failures: Flint orders the Citadel gates shut and sends the party into the rescue instead.
