The Order of the Silver Dragon
After its first famine relief effort, the Order spent decades as a small traveling band. Its members learned that direct intervention could topple one cruel official only to leave a worse one in place. They began building safe houses, preserving testimony, and helping communities organize their own defenses. The Order's defining watershed came during the Night of Open Doors, when a provincial purge trapped hundreds of people inside a besieged town. The Order used newly established teleportation circles to evacuate families and move supplies. It succeeded, but an operative's carelessness revealed one circle to the authorities. The resulting raids cost the Order allies and forced Argentumala to withdraw from open leadership. Since then, she has worked through hidden contacts, layered messages, and instructions that reveal only what each recipient needs to know. As the circles spread through Marador's major towns, the Order gained a worldwide reach through travelers and allied networks, but never became a large public institution. Its strength is speed and trust, not numbers.

Overview
How it began
The Order's account begins with a winter famine remembered in scattered local histories. Argentumala, a silver dragon traveling in human guise, found a road full of refugees turned back from a fortified granary. She persuaded a handful of adventurers to help break the blockade and distribute food. Their success was brief: the landowner's guards returned, and the rescuers were hunted. Argentumala concluded that heroic deeds without safe routes, trusted messengers, and patient preparation would only create martyrs. The first members took the name Order of the Silver Dragon from a silver clasp left behind at the granary, though later recruits disagree about whether the clasp was ever hers.

Where it leads
A world in which threatened communities can find help before they are crushed, and no ruler can seal every road, message, or refuge. Argentumala imagines the Order becoming unnecessary one day. Some members instead fear that dismantling it would leave vulnerable people with no one prepared to act.
How others see them
Among people helped by its agents, the Order is remembered as a rumor that arrived just in time. Officials call it an unaccountable cabal, while most ordinary people have never heard of it. Stories of a silver dragon behind the Order are widely treated as old fireside tales.

5 ranks
The Hidden Scale
Patient, compassionate, and guarded. She thinks in generations and can mistake endurance for consent. Her affection for mortals is real, but she sometimes treats their choices as variables to manage.
- The Hidden Scale1 member
Argentumala is the Order's founder and final authority. She issues rare directives through intermediaries and does not attend routine councils.
- The Quiet Table7 members
A small council of trusted coordinators weighs major operations, allocates circle access, and interprets ambiguous instructions. Its members do not all know one another's identities.
- Waykeepers18 members
They maintain contact chains, guard the teleportation circles, authenticate messages, and arrange safe passage between towns.
- Silver Hands46 members
Paladins, sorcerers, scouts, healers, and other field operatives who conduct rescues, investigations, sabotage, and protection work.
- Unbound Companions63 members
Trusted local allies, temporary agents, and informants who help with a specific task but do not receive full access to the Order's routes or leadership.
Other key members
- Ketta Vask Field captain and outspoken advocate for a more accountable command structure
- Sesh Message authenticator and keeper of the Order's most sensitive contact chains
- Balo Waykeeper responsible for circle maintenance and emergency passage
- Tamik Oru Paladin and popular organizer among younger Silver Hands
How they are organised
- Demonstrate a willingness to protect people who cannot repay you.
- Accept that the Order's missions may require discretion, but retain the right to refuse a task.
- Keep the identities and routes of other members confidential.
- Show sound judgment under pressure; magical ability and martial skill are useful but not required.
Relations
7 factionsSeveral Marador town councils quietly tolerate the Order's circles because they have saved lives during fires, sieges, and outbreaks. Each council believes it has an understanding with a different, limited branch.

Headquarters
Stump's HollowA modest back closet in The Ashen Cup tsvern opens, under the right conditions, onto a private demiplane. Beyond the door lies a quiet stone hall lit by silver-blue motes, with maps, message alcoves, a small infirmary, and several locked rooms whose purpose is known only to Argentumala. The demiplane's apparent size shifts according to who enters it. It is not a fortress: it can shelter people and coordinate action, but it cannot sustain a large population indefinitely.

Plot hooks
4 hooks- 1The Counting RhymeLow to moderate; social investigation and a discreet deliveryReward: A trusted contact, healing supplies, or a cautious invitation to join a local operationA character receives a silver clasp and a note written as a child's counting rhyme. It directs them to deliver medicine to someone hiding in their own neighborhood, but the final line is in a hand they recognize.
- 2A Door MisrememberedModerate; investigation, magical hazards, and a choice about whether to close the routeReward: Access to a teleportation circle and the gratitude of people relying on itA circle in a Marador town begins depositing travelers in the wrong place. The Order asks the party to find the cause without alerting the authorities, who have already noticed the disappearances.
- 3The Test That Went Too FarHigh; infiltration, moral judgment, and political consequencesReward: A decisive voice in the Order's internal dispute, plus access to its hidden recordsA former Order operative claims that Argentumala engineered a crisis to test a local ruler. The evidence is incomplete, the accused ruler is genuinely dangerous, and the Quiet Table asks the party to recover a missing ledger before it reaches the Crown Ledger.
- 4The Map of Quiet DoorsCampaign-scale; competing emergencies and lasting strategic consequencesReward: The Order's trust, a lasting change to Marador's defenses, or a dangerous new allianceAn enemy has learned enough about the circle network to threaten several towns at once. The party must decide which routes to save, which to sacrifice, and whether to disclose the network's existence to local leaders.
