Rukte was raised in a high pass where the road was more often a landslide than a road. Her mother, Disa, repaired wagons and her father, Hedd, kept the warning bells on the old avalanche towers. Rukte joined the pass wardens young, believing that every danger could be prevented if people obeyed a clear enough rule. That certainty broke during the winter of the Split Shelf. A merchant train ignored her closure order, and a slide buried the upper hamlet. Rukte dug survivors out by hand for two days; among the dead was her younger brother, who had gone back for a neighbor's child. She kept the child's yellow scarf, now cut into tool wraps. Afterward she learned to make hard decisions without mistaking rules for mercy. She serves as a warden and engineer at the pass, maintaining its bridges, avalanche bells, and defenses. Her closest ally is Disa, who thinks Rukte has become too willing to sacrifice individuals for the safety of a whole valley. Her former partner, Svala, now leads a caravan company that keeps pressing to reopen a dangerous route. Rukte is trying to prove the route can be made safe before the next thaw, while concealing that one of the warning towers has a cracked foundation she cannot afford to repair.
