Before the city broke, Uwelan was a public speaker for the South Quay relief kitchens, persuading merchants to give food and neighbors to share crowded rooms. When the river wall failed during a night of faction fighting, he used a newly awakened gift for enchantment to lead a panicked line of children through a gate held by armed sentries. The children escaped; the sentries, compelled to stand aside, were later killed by the faction that controlled the gate. Uwelan has never decided whether he saved lives or merely chose whose lives counted. He now recruits for the Sifting House, a loose mutual-aid network that shelters displaced people and quietly trains messengers, scouts, and negotiators. Its organizer, Kethra, trusts his judgment but fears his magic; its best field runner, Dain, is his former partner and refuses to work beside him. His current problem is a set of forged recruitment letters bearing his seal that are drawing desperate people into a rival faction’s service.
