The party reaches the edge of Blackrush Fen near dusk. A half-sunken ferry lies against the reeds. Its oars are chained to the deck, the chain is wet with black mud, and a green glow moves beneath the water. From somewhere below the fen comes a single toll of an iron bell.

Sergeant Harl Venn approaches the party at the settlement gate with a sealed purse and a map marked with three vanished ferry crossings. He asks for discretion because the local magistrate refuses to close the marsh road.

Background Lore
The old flood-prison of Blackrush Keep lies half-sunk in the fen. It once held debtors, deserters, and oathbreakers beneath the authority of a royal jailer. When the keep was abandoned, the prisoners drowned in their cells. The Jailer remained, bound to its post by an unfulfilled sentence and a chain driven through its own corpse.
A drowned prison beneath Blackrush Fen has become the hunting ground of the Mirebound Jailer, an undead keeper armed with a hooked black chain. The Jailer has killed several ferrymen and now threatens the marsh road. The party must find the prison, kill the Jailer, and survive the drowned cells.
