The Last Muster
The Last Muster
Read aloud
The names on Bellweather’s war memorial have been scraped away, but the old muster hall still holds a line of stone soldiers with their faces turned toward the wall. Archivist Mara Venn believes the figures form a puzzle, and last night one of them moved. She offers payment to anyone who can learn what the defenders meant to leave behind.

Cheat sheet
Objectives
- 1Read the stone muster.
- 2Unlock the passage to the lower keep.
- 3Recover the final record and choose what truth to share.
- 4Establish the fate of the river-gate defenders.Optional
The clock
The town begins repairing the muster hall at dawn after the party accepts the job. After each major delay, an official crew removes another section of stonework, increasing the risk that the mechanism or inscriptions are destroyed.

The hook
Set the scene
Mara Venn waits beneath the town’s memorial bell, holding a rubbing of the stone soldiers. A fresh scrape marks one figure’s face, and gray dust still falls from its base. She explains that the town council plans to repair the hall tomorrow, which may destroy whatever mechanism lies beneath it. Captain Dask watches from the opposite side of the square.
How Mara Venn asks
Mara approaches the party openly at the memorial square, shows them a rubbing of the stone figures, and offers payment from the town archive fund.
She warns them that Captain Dask opposes any disturbance of the old hall.

1. A Missing Roll Call
Bellweather’s memorial square and the entrance to the old muster hall.
Mara presents the puzzle and asks the party to work before repairs begin. The group can question her, Tilla, or Dask and establish who has a stake in the hall.
NextThe rubbing shows that the figures’ equipment and stances correspond to three gates named on an old defensive map.

2. The Stone Roll
The abandoned muster hall, with its carved roster, faded unit banners, and concealed counterweight.
The party compares the carvings with records and inspects the hall. Correctly ordering the figures reveals a bell sequence; careless handling can trigger a falling partition or draw Dask’s guards.
NextThe mechanism points to a stair concealed behind the bell tower’s maintenance wall.

3. Three Notes Below
A ruined bell tower connected to the muster hall by a narrow maintenance passage.
The party must reach the bell mechanism, manage the shifting floor, and ring the pattern indicated by the carved soldiers. Scavengers may already be stripping the tower’s metal fittings.
The Silent BellNextThe correct tones unlock a spiral stair descending beneath the keep.

4. The Last Watch
The underground vault, where water laps at the stone roster and dust sifts from the ceiling.
The party reaches a chamber where the roster figures appear as faint shades. They can fight, speak, or use the names and gate order to calm the dead and stabilize the room.
The Last WatchNextWhen the shades are dealt with, a stone drawer opens to reveal the ledger and a final engraved instruction.

5. Who Gets Remembered
The vault entrance or the memorial square, depending on whether the party brings Dask below.
The party reads the ledger and faces Dask, who demands its destruction. They may negotiate, present evidence, publish copies, or keep the record secret.
NextThe party returns to Mara with its decision, setting the town’s response and future hooks.
Behind it
What people believe
A line of stone soldiers in Bellweather Keep’s abandoned muster hall may encode the location of a sealed wartime record.
Archivist Mara Venn asks the party to solve the puzzle before repair work destroys the mechanism. The investigation will take them through the old bell tower and into a buried vault, where they can recover the defenders’ final account.
Background
At the end of the Ashen War, the defenders of Bellweather Keep vanished from the official rolls.
Their names were scraped from memorials, but a line of carved figures remains beneath the old muster hall. Local tradition claims the figures are a puzzle that reveals where the defenders hid the city’s final wartime supplies. The truth is more personal: the muster was a coded record of who stayed behind to hold a gate, and who was ordered to escape.
The stakes
If the ledger is lost or suppressed, Bellweather’s official history will continue to blame the defenders for the river-gate escape.
If the truth is revealed, the town may heal, but Dask’s family and the descendants of those who stayed behind may face public anger.
Encounters
2The Silent Bell
Combat or hazard encounter
A narrow circular tower with a swinging bronze bell, broken floorboards, hanging ropes, and open arches overlooking a steep drop.
Foes
2 to 4 Bell-Tower Scavengers
1 Bell-Ringer Construct
ComplicationThe bell tower’s cracked floor shifts whenever the bell swings. A creature that crosses carelessly may fall through a weak section or become isolated on a narrow ledge.
ScalingFor a smaller or less combat-focused party, use only the construct and let it stop once the bell mechanism is calmed. For a larger or stronger party, add scavengers who attempt to cut the bell rope and trigger a falling-debris hazard.
The Last Watch
Combat, social, or puzzle encounter
A low underground vault with standing water, a central stone roster, narrow aisles, and three unstable support pillars.
Foes
2 Muster Shades
ComplicationThe sealed chamber is filling with dust from a failing ceiling. The party must keep the stone supports braced or finish the puzzle before visibility and breathing become difficult.
ScalingFor a gentler scene, the shades can be calmed by reciting the defenders’ names and do not attack unless harmed. For a tougher scene, a third shade appears when a support breaks.

How it ends
Rewards
Items
A bronze bell-clapper engraved with the defenders’ unit mark, valuable as proof of the record’s origin.
A wax-sealed copy of the recovered muster ledger, if the original is left in the vault.
On a win
The party solves the Last Muster and recovers its record.
Success is measured not only by reaching the vault, but by preserving the evidence and making a deliberate choice about its public release. The names of the defenders can be restored to the memorial if the party shares the roster with Mara.
What it leaves open
If it fails
- If the party fails to solve the muster sequence, they can retreat and return with more clues, but the mechanism locks after one incorrect attempt.
- The town loses access to the vault for several weeks, and Dask controls the official account of what happened.
- If the party cannot stabilize the vault before the dust and water ruin its records, they may still recover the physical roster but lose its written testimony.
- The ledger is damaged, leaving the names of several defenders unreadable and their families without proof of their service.
- If the party exposes Dask without evidence or lets him seize the ledger, the dispute becomes political rather than solved by the puzzle.
- Dask frames the party as grave robbers, causing guards to detain them and the town to distrust their claims.
Complications (d6)
- 1The old bell rings once without being touched. Every carved figure in the muster hall casts a shadow pointing toward a different exit for one minute.
- 2A loose flagstone collapses, exposing a narrow crawlspace. Anyone rushing through risks separating from the group and disturbing a nest of biting cave-mites.
- 3Captain Dask arrives with two town guards and demands that the party surrender any copied inscriptions as evidence of trespass.
- 4A rainstorm floods the lower stair. The party has ten minutes to move fragile records or the ink will run.
- 5Tilla recognizes her parent’s mason mark in the puzzle. She insists on coming along, but Dask may use her presence to pressure the party.
- 6A hidden counterweight shifts. A stone partition begins to descend, cutting off the route back unless someone reaches the release lever.
