The adventure begins in Bellwether Crossing during a tense emergency meeting. Rain lashes the shutters, muddy water covers the market square, and a deep bell tolls from somewhere beneath the river. Mara Venn interrupts the frightened crowd to explain that the floodgate will open again at midnight, then asks the characters to travel through the marsh, inspect the gate, and return with proof of what is happening. Tessa Vale can add that she saw a red-cloaked figure near the shrine shortly before the previous opening.

Mara Venn approaches the characters during an emergency meeting in the flooded market square. She speaks plainly, offers a partial advance, and insists that the party leave before the roads become impassable.

If the party fails, Bellwether Crossing is flooded, the guardian becomes hostile, and Ilyra gains a fragment of the ancient seal. If they succeed, they save the settlement but must choose whether to preserve an unjust old arrangement, create a new compact, or let the marsh reclaim the valley.
Background Lore
For generations, the riverside settlement of Bellwether Crossing has relied on the old Saint Orra floodgate to control the marsh waters. The gate has recently begun opening by itself at midnight, flooding farms, disturbing ancient burial mounds, and revealing black stones beneath the riverbed. Local records claim Saint Orra built the gate to protect the town, but older inscriptions suggest it was built to imprison something beneath the marsh.
Bellwether Crossing is threatened by a mysterious series of floods caused by the ancient Saint Orra floodgate opening on its own. Reeve Mara Venn hires the characters to investigate the marsh, find whoever is tampering with the gate, and prevent the next opening before dawn. The characters may discover that the flooding is connected to forgotten ruins, a hidden cult, and an old power beneath the river.
