The Muster That Must Remain Unfinished
The Muster That Must Remain Unfinished
Read aloud
The old bell rings twice, though no one is in the tower. In the square, a brass roster has opened by itself, and the blank line at its bottom is slowly filling with fresh ink. Warden Elian Voss asks you to find out what the Muster is calling before the bell can ring a third time.

The hook
Set the scene
Warden Elian meets the party in Bellwether's rain-darkened square. A crowd watches the brass roster, propped open on a trestle table. One name has appeared in wet, fresh ink, while the last line remains blank. From the sealed watchtower comes a slow scrape, as if someone is turning a great mechanism by hand. Elian explains that the third bell has never rung during a Muster and asks the party to learn why before nightfall.
How Warden Elian Voss asks
Warden Elian approaches the party in the market square, away from the frightened crowd.
He offers a modest advance and access to the town archive, then asks them to keep the investigation quiet until they know whether the roster is dangerous.

1. Two Bells, One Blank Line
Bellwether market square in the rain, beside the trestle holding the brass roster
The party sees the self-opening roster and hears the second bell's fading echo. Elian explains the deadline, offers access to the archive, and asks the party not to alarm the square.
NextMira Fen leads the party to the archive, where an old account names the witness who remembers the ceremony's missing verse.

2. The Missing Verse
A town archive of damp ledgers, carved boundary stones, and a narrow reading room
The party compares the roster's symbols with archival notes and questions Jory Pell, an elderly bell-rope keeper. They learn that the Muster's final line was intentionally left blank, and that the ceremony is meant to be stopped by understanding a sequence, not by reciting every name.
NextJory's account points to a matching three-symbol dial inside the watchtower. Mira offers to guide the party there before the third bell.

3. The Watchtower Roll Call
A cramped circular chamber around the old brass roster, with a floor dial, hanging bell ropes, and steep stone stairs
The party examines the watchtower mechanism and faces the Roster-Woken Sentinel if they disturb the pins or speak a full name carelessly. Clues in the archive can be used to stabilize the dial and expose a hidden maintenance niche.
The Watchtower Roll CallNextA hidden maintenance niche contains a token linked to Sella's brother and evidence that the last pin was removed on purpose. Sella arrives in the square to claim the pin.

4. The Name She Wants Back
Market square beneath the bell, with townsfolk watching and the roster's final brass pin visible
The party confronts Sella in front of the gathered townsfolk. They can expose her actions, show her what the roster actually does, offer her brother's token, or fight over the final pin. Their choices determine whether the crowd helps silence the bell or panics.
The Muster Square ConfrontationNextWith Sella's cooperation or the pin secured, the party returns to the watchtower for the final ceremony and decides what to tell the town.

5. The Third Bell Must Not Ring
The watchtower chamber as the bell rope tightens and the roster's fresh ink approaches the bottom line
The party must choose how to stop the mechanism: leave the final line blank and complete the old stopping phrase, remove the pin and preserve the roster, or force completion at a personal cost. A truthful memorial ceremony can settle the crowd without pretending that the dead have returned.
NextThe bell falls silent. Elian offers the agreed reward, and the party's treatment of Sella becomes the subject of the town's next council meeting.
Behind it
What people believe
Bellwether's ancient Muster roster has opened by itself, and the old bell has rung twice.
The roster is a civic puzzle tied to a ceremony that has always stopped before its final name. Warden Elian Voss asks the party to investigate the watchtower, consult the town's records and witnesses, and prevent a third bell from ringing until they know what the ceremony requires.
Background
Every seven years, the border town of Bellwether holds the Muster: a ceremonial roll call of the dead, missing, and living defenders who once protected the valley.
Its ancient brass roster is also a puzzle-lock built from names, ranks, and absences. The Muster is traditionally stopped before its final name is spoken. Completing it is said to call every listed defender to one last assembly, though no one agrees on what that means.
The stakes
If the roster is completed, the person who completes its final line becomes bound as the watchtower's keeper, and the town experiences a dangerous surge of memories from its recorded dead.
If the party stops the ceremony without understanding it, the immediate danger may pass but the safeguard and the truth behind the Muster remain vulnerable.
Encounters
2The Watchtower Roll Call
Combat or puzzle
A cramped circular watchtower chamber with a waist-high brass roster, narrow stairs, hanging bell ropes, and a central floor dial. The dial can be turned to block a passage or expose a hidden compartment.
Foes
Roster-Woken Sentinel
Two Brass Muster Shades
ComplicationThe brass pins rearrange whenever anyone speaks a full name aloud. Characters can stabilize the mechanism by matching its three engraved symbols to clues from the archive.
ScalingFor a smaller or less combat-ready party, use the Sentinel alone and have it retreat when the mechanism is stabilized. For a larger or tougher party, add one Shade for each additional two characters. A nonviolent solution is possible by correctly reciting the roster's three unfinished lines.
The Muster Square Confrontation
Social or combat
The market square beneath the old muster bell. Stalls provide cover, the bell rope can be reached from a stone platform, and a crowd of townsfolk may impede movement or become witnesses.
Foes
Sella Rook, if cornered
Two Muster Loyalists
ComplicationThe villagers are frightened and divided. If the party publicly accuses Sella without evidence, she slips away with the roster's final brass pin; if they present evidence calmly, she admits what she knows.
ScalingThis can be resolved as a social encounter with no combat. If violence begins, Sella prioritizes escaping with the pin rather than fighting to the death. For a more challenging confrontation, add one Loyalist per two characters beyond four.

WantsKeep the Muster unfinished and protect Bellwether from panic, while finding out who altered the roster.
“The bell has rung twice. It must not ring a third time until we understand why the roster has changed.”
Mira Fen
Ally and archivist
WantsProve that the Muster is a civic safeguard, not a superstition, and prevent the town council from destroying it.
“I can read the old script, but the gaps are deliberate. If you fill them by guessing, the puzzle will punish certainty.”
Captain Sella Rook
Antagonist and former muster-keeper
WantsFinish the roster and summon the lost defenders, believing they can stop a looming threat. She conceals that her missing brother is the final name.
“You think an unfinished list is a failure. I think it is the only thing keeping the valley from being conscripted by its own past.”
How it ends
Rewards
Items
A brass rubbing of the roster's safe arrangement, useful as a clue but not a complete solution
A wardens' token granting lodging and basic supplies in Bellwether
Optional: Sella's brother's carved whistle, if the party finds it and chooses to return it
On a win
The party learns that the blank final line is a safeguard, prevents the roster from being completed, and helps Bellwether renew the Muster as a memorial rather than a summoning.
The bell is silenced before its third toll. Sella's fate depends on the party's approach: she may accept the truth, flee with a fragment of the roster, or remain under watch as a valuable but distrusted expert.
What it leaves open
If it fails
- The party cannot persuade Jory Pell to reveal the missing verse before the bell tolls.
- The party loses the chance to question the original witness before the third bell. The roster remains intact, but the town becomes harder to reassure and Sella gains time to act.
- The party guesses at the final name or forces the roster into its completed configuration.
- The brass mechanism begins summoning the Muster's dead in fragments. Bellwether is not destroyed, but residents suffer temporary possession, panic, and injuries until the bell is silenced.
- The party fails to protect the roster or convince the council to let them investigate.
- The council seizes the roster. The immediate danger is contained, but Mira is dismissed and the puzzle's safeguards are lost to whoever studies the confiscated artifact next.
Complications (d6)
- 1A gust flips the roster to a page bearing one character's name in a handwriting older than the town. The ink fades unless the page is weighed down or copied immediately.
- 2A bell rings once from the sealed watchtower. For the next hour, everyone in town mistakes one living person for someone listed among the dead.
- 3A council runner arrives with an order to seize the roster and burn it before nightfall. The runner has brought four anxious volunteers to enforce it.
- 4The roster's brass pins shift position, changing the meaning of one solved clue. The party can restore the old arrangement by finding the matching notch on the watchtower mechanism.
- 5A witness remembers a different version of the Muster song, including a verse that identifies who is meant to speak the final name.
- 6One of the names on the roster answers a question in the voice of a nearby missing person, then demands that the party leave the puzzle unfinished.
