Stillwater
Stillwater occupies a sheltered granite basin where a subterranean-fed spring rises through cool stone amid the ash-heavy flats of the Cinderfall Reaches. Fortified galleries cling to the basin walls, linking the springhouse, ration court, store sheds, shrines, and caravan pens. Mining crews come for water, food, masks, and repairs. The village looks modest from outside, but its sealed lower works reach far beneath the visible settlement.

Stillwater favors practical performance. Travelers trade songs that record safe routes, failed wells, and bad employers, while children stage mock trials between merchants and wardens in the market court. The most popular evening pastime is cup-casting, a guessing game played with sealed water measures. Local potters decorate jars with blue mineral lines, each pattern marking the household that first repaired or defended that vessel.

Torin has hidden evidence that the spring's pressure pattern is changing. He fears that admitting the truth would cause a panic, so he falsifies several maintenance records and orders deeper inspections performed in secret.
The Oasis Supply Syndicate is withholding filter stone and selling emergency cartridges at inflated prices. If Torin seizes the stock, caravans may abandon Stillwater. If he allows the practice to continue, poorer residents will drink contaminated water.
Economy
Fresh water is abundant only by local standards. During ash storms, contaminated runoff can foul the upper collection channels, and replacement filter stone is difficult to obtain. Skilled masons, healers, and reliable draft animals are also scarce.
Defenses
The Cistern Wardens combine pump technicians, water purifiers, gate guards, and militia. Their armor is patched leather over mail, their shields are painted with blue concentric rings, and every patrol carries a sealed emergency water flask. They train for formation fighting in narrow galleries, where a single blocked passage can decide the village's survival.
