Crownstep
Crownstep occupies a chain of high basalt plateaus surrounding the upper approaches to the Obsidian Spire. Grand stone plazas overlook central caldera vents, allowing the district to command both reverence and a clear defensive view. The settlement exists here because the plateaus are stable enough for temples, embassies, and roosts, while geothermal channels provide heat, light, and ritual power. Every road rises toward the crown, and every visitor must pass beneath a warning carved above the first stair: Step carefully, the mountain listens.
Crownstep
Every stair rises toward the crown, and every stone remembers who was buried beneath it.
“Crownstep feels like a holy court built above an open furnace. Incense clings to the throat beneath the sharper smells of hot basalt, lamp oil, and sulfur. Bronze bells mark every diplomatic audience, temple procession, and execution of oath. Priests speak softly beneath towering dragon mosaics while foreign envoys watch the caldera vents breathe orange light across the plazas. Every courtesy here conceals a calculation.”

Geography
Culture
Public dignity is treated as a form of armor. A careless gesture can damage a bloodline, a treaty, or a temple's standing, so residents master ritual courtesy while trading ruthless favors in private. The district believes order prevents catastrophe, yet many locals quietly suspect that obedience has become indistinguishable from fear.
Crownstep favors formal spectacle: dragon-mask dramas, choral histories, fire-dance processions, and aerial displays by silver-scaled heralds. Foreign visitors commission stone reliefs depicting their own rulers beneath Aethelgard's wings, usually omitting the laborers who quarried the basalt. Street musicians perform outside the temple courts, where the crowds gather to hear satire disguised as devotional verse.
History
Government
A hidden chamber beneath the central plaza has begun answering prayers in the voice of a sixth dragon. High Prelate Sesh Varo refuses to investigate until after the renewal negotiations, fearing that panic would shatter the Five-Fold Hierarchy.
The Diplomatic Corps and the temple council have issued contradictory sanctuary orders concerning a foreign envoy accused of carrying proof of corruption in the Vault of the First Ember.
Economy
Private lodging, clean water, and trustworthy interpreters become scarce during major conclaves. The temples also restrict access to high-quality Star-Sand, creating a black market in counterfeit ritual dust.
Defenses
A rotating force of temple guards, dragonborn oathkeepers, kobold wardens, and Zenith Wing escorts protects the district. Their armor is polished for ceremony, but every squad carries heat-resistant shields and signal flares for caldera emergencies.
Law & Order
- crime Level
- Moderate, with little street violence and extensive fraud, espionage, blackmail, and ritual sabotage.
- enforcement
- Temple guards patrol sacred courts while Zenith Wing escorts police embassies and aerial routes. Their authority overlaps, producing delays that clever criminals exploit. Arrests are public, but investigations often occur behind closed doors.
- typical Punishment
- Fines, confiscation of property, enforced public penance, loss of diplomatic privilege, or exile from Crownstep. Crimes against sanctuary or treaty law may result in magical oath-binding supervised by an oath-priest.
