Ash-Vein
Ash-Vein is a hidden insurgent haven built through unmapped lava tubes beneath Aethelgard's lower mining warrens. Its workshops refine smuggled Star-Sand, its archive stores ciphered evidence, and its crowded side chambers shelter fugitives beyond the reach of Spire censuses. The settlement's defining truth is simple and perilous: every resident is assigned two identities, one for survival and one for the revolution, and the same hidden registrar controls both.

Ash-Vein's art is practical, portable, and dangerous to confiscate. Miners carve paired masks from slag, one smiling and one grimacing, then trade them as political commentary. Coded work songs pass through the refineries, with rhythm changes marking patrol movements. At night, children stage mock trials of masked officials while elders gamble copper pieces on which actor will betray the others first.

Government
Batu-and-Glass Nareli has discovered that the Registry's two-identity system is being used to erase inconvenient witnesses, not merely protect them. She wants an investigation but fears exposing the mechanism would collapse the haven's security.
A captured Spire census clerk knows the location of an undocumented access shaft, but the Scale-Breakers want him publicly tried while the Watch wants him traded for prisoners. Delay risks a patrol finding the shaft first.
Economy
Fresh food, healing supplies, and trustworthy paper are scarce. The settlement can produce heat and metal, but not enough grain, clean water, or safe medicinal herbs for its population.
Defenses
The Cinder-and-Chain Watch combines former mine guards, escaped laborers, and veteran smugglers. Members carry mining picks, light crossbows, clubs, and a few confiscated martial weapons. Their command structure changes after every operation so that one arrest cannot expose the whole haven.
