The Crown of the Tide is a submerged marble palace built around a volcanic sea stack, its upper halls rising into a sheltered chamber where air, sunlight, and royal ceremony meet. Below lie flooded archives, treasure vaults, forgotten escape routes, and tunnels opening into the open sea. Atzler rules from here alone. The palace serves as both Scalenovia's royal court and the private lair of a dragon who refuses to admit those are different things.

Courage matters, but Atzler distrusts bravado. The court praises people who protect the weak, keep difficult promises, and admit fear without surrendering to it. Nobles are expected to speak plainly in the upper halls, though many learn to hide their schemes behind ceremonial language. The palace's central belief is that power is legitimate only when it can be used publicly on behalf of someone with less.
The Crown has no resident artists, but its halls are filled with captured songs, heroic mosaics, enchanted mirrors, and mechanical displays recovered from sunken ruins. Atzler favors grand recitations and staged moral trials, often casting himself as the thunderous judge. Visitors trade stories in the upper court, while the dolphins answer music with clicks and whistles. Practical craftsmanship is admired more than beauty without purpose.
History
Government
The royal court is divided over a disputed succession record hidden in the flooded archives. Atzler refuses to reveal it until he can determine whether the claimant seeks justice or merely power, but every day of delay gives both sides time to gather ships and supporters.
The warning bells have begun identifying harmless visitors as threats while ignoring certain boats approaching from the east. Atzler believes this is a challenge meant to test his vigilance, but the court clerk Sena Orbel suspects someone is rewriting the palace's defense patterns from inside.
Economy
Fresh food, dry storage, private living quarters, and trustworthy records are scarce. The palace can preserve treasures for centuries, but ordinary supplies must come from the surface. Every shipment gives someone an opportunity to smuggle messages, weapons, or witnesses into the court.
Defenses
There is no permanent garrison. Atzler relies on himself, the palace's defenses, a rotating honor guard from Scalenovia, and trained dolphins that patrol the outer waters. The arrangement works because the lair is difficult to reach and because Atzler's reputation discourages most attacks. It becomes dangerous when court factions manipulate the honor guard or disable the warning systems.
