Oathvault
The Oathvault is a fortress-lair carved into the mountain beneath Scalenovia's capital. Its central chamber contains a circular dais ringed by floating dragon scales, each representing a treaty or royal promise. Three galleries provide perfect attack positions, while crystal pillars project walls of force through the narrow passages. Clotho lives alone. Every other person present is a petitioner, prisoner, envoy, archivist, or temporary guest.

“The Oathvault feels less like a lair than a courtroom built inside a mountain. Blue crystal light crawls across black stone, and every footstep seems to arrive a heartbeat late. Floating dragon scales turn slowly above the central dais, whispering fragments of old promises whenever someone lies. There are no beds, kitchens, or private chambers for anyone but Clotho. Visitors eat, sleep, and argue in spaces intended for witnesses, petitioners, and condemned oathbreakers.”

Words are treated as tools with edges. A careless promise can wound a family, a district, or an entire kingdom. People here admire patience, exact phrasing, and the courage to admit uncertainty before speaking. Hospitality is formal rather than warm. Once a guest accepts food, shelter, or protection, the host is considered bound to defend that guest until the agreed terms end.
The Oathvault has no permanent performers, but petitioners often bring reciters, heralds, and oath-singers to strengthen their cases. The favored art is exact repetition. A good performer can recite a treaty without changing a syllable, while a daring one can expose its weakness through pauses and emphasis. Clotho tolerates music only when every note has been agreed upon beforehand.

Government
Clotho has discovered that several royal promises were rewritten after being recorded, but the altered versions are already being enforced across the capital.
The Quiet Ledger is provoking disputes so petitioners will demand that the old scales be dismantled or transferred to the capital.
Economy
Privacy is scarce. So are unrecorded conversations, trustworthy messengers, and any place where a person can speak without being overheard by a scale or crystal pillar.
Defenses
There is no standing military presence. Clotho herself is the Oathvault's army, while the capital's oath-wardens can reach the mountain within an hour if summoned. Their loyalty is to Scalenovia's crown, not necessarily to Clotho.
