Steam-Step Terrace clings to a mountainside beneath a chain of waterfalls, its homes and fields stacked like uneven shelves around the descending water. Brass wheels turn in open channels, piston pumps lift water toward higher plots, and glass-roofed gardens protect valuable light-sensitive crops. The settlement supplies Azimut with rare culinary plants and alchemical reagents, but its clever machinery has made the village a target for outside ownership.

“Steam-Step Terrace smells of wet stone, hot brass, crushed mint, and rich black soil. Water hammers through every level, driving wheels that clatter beneath footbridges and house floors. The village believes nothing should be wasted, not water, heat, broken tools, failed crops, or a neighbor’s clever idea. Reputation comes from keeping systems running and sharing knowledge during a crisis. Boasting is tolerated only when followed by a demonstration. Residents distrust distant officials who speak of efficiency while ignoring local conditions, and they consider any person who hoards water, seed, or repair parts morally dangerous.
Steam-Step entertainment is practical, noisy, and collaborative. Gnome musicians fit whistles into water pipes, turning pressure changes into melodies, while children race clockwork beetles along the terrace rails. Forest Gnomes cultivate living archways and scent gardens; Rock Gnomes build kinetic sculptures from discarded gears. Evening meals feature delicate greens, crystal-skinned fruit, and sauces infused with alchemical herbs that sparkle briefly on the tongue.
History
Government
The lowest irrigation wheel has begun turning backward, draining water from the village and sending it toward a sealed terrace. Elian Brindle refuses to halt the system because doing so could collapse the upper gardens.
The Brass Charter Office has presented contracts that would transfer ownership of the waterworks to Azimut in exchange for parts, protection, and guaranteed markets. Several desperate growers are ready to sign.
A series of minor accidents has injured workers near the lower pumps. The victims describe hearing a child humming inside the pipes immediately before each failure.
Economy
Replacement pistons, fine glass, and high-quality lubricants are scarce. A damaged pump can threaten an entire terrace if the needed part is not available locally. Water itself is plentiful, but access is tightly scheduled, and the village has begun rationing flow after unexplained losses in the lower channels.
Defenses
The Wheelwardens are twelve trained mechanics, scouts, and crossbow users who patrol the waterworks. They carry light crossbows, mending tools, climbing gear, and brass signal whistles. Their authority comes from competence rather than rank, which makes them respected by farmers and resented by officials.
