Glasswell
Glasswell stands where the Gild-Way Frontier Barrens flatten into pale gravel around an ancient aquifer sunk beneath the desert. The settlement exists because the water rises reliably through a natural stone throat, deep enough to resist heat and old enough to contain pre-Sundering masonry. Its reflective ramparts mark both the city perimeter and the legal boundary of every recognized water claim. Caravans stop here because no safer source exists for days in any direction.

Beneath the streets, old stone sweats cold mineral water. Above them, guards count barrels, cups, animals, and strangers with equal suspicion.”

Glasswell teaches that water is neither property nor charity. It is a covenant held temporarily by those strong enough to protect its source and disciplined enough to share its burden. Locals distrust lavish promises, unscheduled generosity, and anyone who drinks before naming their household, caravan, or legal sponsor. Fairness matters deeply, but fairness is defined by records, witnesses, and survival.
Glasswell favors practical beauty. Caravan singers perform route-ballads in the courtyards, Earth Genasi sculpt water measures from colored stone, and Air Genasi children race paper kites through the wall towers. Public debate is treated as entertainment when the Water Ledger Office holds hearings. The best insult is a flawless legal precedent, and the most respected gift is a sealed waterskin offered without witnesses.
History
Government
The official ledgers record a stable daily yield, but the Deep Source Shrine is producing less water. Several sealed cisterns are already below their marked levels, and Oren Vale refuses to revise allocations without proof that can survive public challenge.
The Verulani Claimants have presented an old route charter bearing a genuine seal. If accepted, the charter grants outside oversight of Glasswell’s aquifer. Oren Vale suspects forgery but fears rejecting it without investigation will trigger a diplomatic crisis.
Economy
Water is carefully rationed. The city has enough for residents and scheduled caravans, but not enough to absorb a large refugee group, a failed harvest, or a prolonged siege. Unregistered wells are treated as both theft and a possible magical hazard.
Defenses
A compact civic garrison supported by licensed caravan guards and shrine wardens. Their strength lies in disciplined coordination, local knowledge, and control of water access rather than numbers.
