Kharzun Steps
Kharzun Steps clings to steep basalt staircase bluffs above a winding mountain pass in the Cinderfall Reaches. Raw ore arrives from thermal vents, mine galleries, and cracked refinery roads, then passes through vibrating screens, hand tables, magical assay bowls, and guarded weighing platforms. The town is prosperous because every caravan must slow here. It is vulnerable for the same reason, since a single false grade can redirect an entire season's wealth.
Kharzun Steps
Where every wagon stops to be weighed before it climbs into the ash.
“Kharzun Steps smells of hot iron, mule sweat, sulfur, and rain striking warm basalt. Ore dust glitters in every seam of clothing, while hammer blows travel through the terraces like a second heartbeat. Caravans crowd the switchbacks beneath red prayer pennants, and guards watch the pass through smoked quartz lenses. At dusk, furnace-light climbs the bluffs as if the town itself were burning upward.”

Geography
Culture
Kharzun Steps prizes accuracy, endurance, and keeping one's word under pressure. People distrust grand speeches but respect anyone who carries a load uphill without complaint. Wealth is measured openly in reliable contracts, good animals, and favors owed. The town's harshest social judgment falls on those who falsify a weight, abandon a caravan, or exploit a worker who cannot afford to argue.
Entertainment is loud, practical, and usually performed while people work. Ore-songers beat iron rods against sorting tables, matching rhythm to the clatter of falling stone. Puppet plays on the lower terraces mock guild clerks and draconic officials, though performers soften the jokes whenever a temple agent passes. Skilled carvers sell tiny basalt animals said to reveal whether their owner will survive the next caravan journey.
History
Government
The official weights no longer agree with one another. Varek has ordered the discrepancy hidden because admitting it would void hundreds of manifests and possibly collapse the town's credit system.
Three miners vanished after delivering pale ore from a sealed vent. Their families claim the guild detained them, while the guild claims the miners fled with stolen Star-Sand.
Raids along the pass have become too precise to blame on wandering drakes. The attackers strike only caravans carrying ore that received a particular guild mark.
Economy
Food, clean water, skilled healers, and replacement pack animals become scarce whenever the pass closes. The most dangerous shortage is honest weighing, because only a few trained sorters can identify contamination in Star-Sand shipments. A recent decline in trustworthy assays has driven smaller miners into debt and made the town increasingly dependent on the Step-Grade Guild's private credit.
Defenses
The Trail-Stalker Guard is a compact force of scouts, crossbow sentries, shield bearers, and veteran caravan hands. Members know every ledge and echo along the pass. Their contracts forbid them from protecting cargo declared fraudulent, a rule that has made them unpopular with desperate miners and useful to anyone seeking a legal excuse to abandon a shipment.
Law & Order
- crime Level
- Moderate and rising. Theft, forged manifests, debt evasion, sabotage, and caravan intelligence sales are common. Murder is unusual because every death threatens a contract network, but disappearances can be concealed as mining accidents.
- enforcement
- The Trail-Stalker Guard handles violence and the guild handles commercial crimes. Their overlapping authority creates delays, secret arrests, and occasional public arguments beside the scales. A suspect with a valid caravan bond receives better treatment than an unbonded worker, regardless of the evidence.
- typical Punishment
- Fines in gold pieces, confiscation of cargo, temporary loss of caravan rights, public labor on the terraces, or imprisonment in the lower gatehouse. Serious sabotage may result in branding and expulsion into the pass, though wealthy offenders often purchase a replacement sentence.
