The Storm Vault

The Storm Vault is a submerged palace chamber beneath Scalenovia, built around a colossal bronze bell anchored by ancient chains. Pillars of black stone rise from the seabed through luminous seawater, supporting balconies where visitors can speak with Tempest without entering the deepest chamber. Several flooded passages lead into the palace foundations, while a central whirlpool opens into the open sea. Tempest lives here alone.

The Storm Vault began as Vault Nine, an ordinary military designation that became a proper name after generations of sailors forgot the original survey. Tempest's official history presents him as Scalenovia's willing protector. The less comfortable truth is that the bell may bind him to the city, and his protection may be as much compulsion as loyalty.
