Azim descends across three interlocking hillsides, each carved into terraces, towers, lifts, and broad industrial galleries. Green farms cling to the Upper Terrace, while brass towers spiral downward toward the roaring Gear-works. Beneath them lie the cold Deep-Labs and the radiant Aether-Spire, where scholars regulate the city's arcane power. At the lowest civic height, the Spire of Governance rises above every roof. Azim is brilliant, crowded, and built to make every life legible.

“Azim smells of hot oil, wet stone, ozone, and bread baked in terrace ovens. Brass walkways tremble beneath constant machinery, while steam clouds roll from vents and bead on glass domes. Bells mark inspections, shifts, and legal hearings. Every district hums with invention, argument, and guarded ambition. The city feels prosperous until a Gearforged pauses too long beneath a civic notice, reading the words that decide whether it is a citizen or equipment.”

Azim praises useful cleverness, measurable improvement, and public responsibility. A person is expected to contribute, document their work, and accept inspection. The city distrusts mystery unless it can be tested, licensed, or placed behind a warded door. This has produced remarkable prosperity and a habit of reducing moral questions to technical ones. The defining civic dispute is whether a self-aware Gearforged should be judged by its behavior, its memories, or the materials from which its body was built.
Azim's popular entertainments combine precision and spectacle. Clockwork theaters stage plays with interchangeable actors, brass automata perform musical duels in market squares, and illusionists project miniature histories across steam. Rock Gnomes favor elaborate practical jokes disguised as civic demonstrations, while Forest Gnomes cultivate living hedge mazes on the Upper Terrace. Gearforged performers are celebrated when they imitate old traditions, but audiences grow uncomfortable when a construct creates something no living artisan taught it to make.
History
Government
The Council has received twelve credible claims from Gearforged constructs that their memories belonged to deceased citizens. Voss has delayed hearings until the Office of Measures produces a universal test for consciousness, a test the Consortium is quietly designing to fail.
The Aether-Spire is producing brief surges that erase minutes from nearby memory cores. Officials blame faulty construction, but the Lantern Archive believes the battery is reacting to accumulated thoughts from thousands of Gearforged workers.
Economy
Certified memory cores, high-grade Star-Sand, and unregistered repair components are scarce. The city has enough food and common materials, but access to advanced parts depends on sponsorship, inspection fees, and political favor. Unlicensed workshops quietly recycle condemned Gearforged bodies, creating a dangerous black market in replacement limbs, memory vessels, and identity records.
Defenses
The Civic Measure is a disciplined force of gnome officers, hired specialists, and heavily modified Gearforged sentinels. Its soldiers defend infrastructure first, citizens second, and political order third, though that ranking changes according to which councilor issued the deployment order.
