Vaust
Vaust is a crossroads town wedged between a chalk cliff and the swift Kest River, whose lower course plunges through a narrow cleft into a white, thundering waterfall. Three roads meet above the river crossing: one follows the cliff, one descends toward the farms, and one carries caravans east. The town survives because every route must pass through its market square, but its true power comes from controlling legal witness.

Culture
A promise is considered useful only when someone vulnerable can enforce it. Vaust admires practical loyalty, public memory, and people who keep records even when no one is watching. Bragging is tolerated, but boasting without witnesses is considered childish. Breaking an oath is not automatically wicked, though hiding that breach is. The town forgives failure more readily than secrecy.
Vaust favors spoken performance over written art. Storytellers compete to recite old oaths without changing a word, while river drummers perform beneath the falls during weddings and funerals. Children play a cruel game called Witness, in which one child must remember a promise made by the others. Visitors often mistake the town's formal speech for piety. Locals know it is mostly caution.
History
Government
A set of boundary records claims the lower river households surrendered their land generations ago. The families deny this, and several witnesses have recently vanished or changed their stories.
The magistrate's seal appears on a new agreement granting the Cutbank Consortium permanent control of the river crossing. Tor insists he never signed it, but the seal is genuine.
Economy
Good iron, seasoned timber, and fresh paper are expensive because caravans avoid lingering near the waterfall road. During spring floods, food remains available but lamp oil and metal goods become scarce.
Defenses
The town watch patrols the roads, river crossing, and cliff stair. It is competent at crowd control and escort work, but badly equipped for a siege. Several guards are more loyal to the oath-keepers than to the magistrate.
