Hill's Edge
Hill's Edge stands where the western plains rise into a low, wind-scoured shelf. Its old quarry cuts expose iron-bearing stone, coal seams, and a dependable underground spring, making the site valuable long before it became a city. Roads from Hardbuckler, Corm Orp, and the refugee routes meet here. Wagons can be repaired, weapons replaced, and travelers watched before they vanish into the plains.

Refugees arrive by the wagonload, each watched, priced, and recorded by the Trader's Council. The Harpers listen from tavern tables, the Cult of the Dragon hides among charitable crews, and every public kindness may be someone else's purchased intelligence.”

The city's proudest virtue is practical welcome, though welcome is rarely free. A person who works, pays, and keeps useful secrets can rise quickly. Residents distrust anyone who claims innocence without a receipt, a witness, or a trade connection. Refugees are publicly defended as future citizens and privately treated as valuable information.
Hill's Edge favors loud entertainments that can survive the forges: hammer songs, knife juggling, competitive drinking, and shouted ballads traded between caravan crews. Quiet art exists in hidden rooms, especially coded Harper poetry and refugee embroidery that records lost family lines. The favorite local dish is baked stirge on toast, usually drowned in pepper sauce to hide the taste of coal dust.

The three-ledger registration system is collapsing as forged identities multiply, and the mayor cannot tell whether the forgeries come from Harpers, cultists, or council clerks.
Steel from Belkin's Blades is turning brittle and bruised violet, threatening the city's exports and exposing a possible Cult of the Dragon sabotage.
Economy
Clean water, private rooms, untainted steel, and trustworthy documents are all scarce. The Council deliberately keeps identity papers scarce because scarcity makes them profitable.
Defenses
The city guard is supported by hired caravan veterans and a rotating levy of smiths. Their armor is sound but mismatched, and their loyalty follows pay schedules more reliably than civic oaths.
