Get the refugees safely past the soldiers without abandoning her post or making the tollhouse a battlefield.
Leverage
The party can protect Shessa from the soldiers, prove the order is false, or offer a safe route for the refugees. Threats work only once before she stops listening.
Player Approaches
- Show proof that the soldiers plan to arrest Shessa too.
- Offer a believable destination for the refugees.
- Promise to draw the soldiers away from Hobb's Gate.
- Point out the missing magistrate's mark.
- Ask the refugees to speak for Shessa.
NPC Gambits
- Appeal to duty: remind Shessa that her toll oath protects travelers, not uniforms.
- Trade risk: offer the party's names and faces in place of hers.
- Test the order: inspect its seal, ink, date, and witness line.
- Call the bluff: ask Shessa which soldier she trusts to keep his word.
- Make the human case: let one refugee describe what happens if the gate stays shut.
