The Cairnwright Compact
The Compact began when Stillbreath was still small enough for every worker to know which household depended on each cartload of stone. Early crews learned to collect only the dead mineral crust that Orun shed naturally. Their careful craft supplied terraces, hearths, tools, and trade while the town grew around the giant's exposed head, shoulders, and folded arms. As the settlement expanded, separate quarry and craft associations competed over wages and access to stores. During the Quiet Cart stoppage, they joined their associations rather than accept a bargain that would have left one trade vulnerable to the other. The resulting Cairnwright Compact became a major local power: it could coordinate labor, maintain essential tools, and keep food and building material moving through Stillbreath. A later push to extend old workings brought the Compact into open dispute with the Hushwardens. Both factions had reasonable fears. Workers feared hunger and unsafe, improvised extraction; the wardens feared that growing shafts and noise would disturb Orun. Mara Venn, then already known as a meticulous surveyor, helped them agree to the Quiet Accord. Its watershed rule was not simply to limit quarrying, but to make each extraction window depend on her master survey and on permits bearing both factions' seals. Mara alone assigns safe windows timed to Orun's breathing. No living stone may be cut, disputes go to Mara before retaliation, and both sides fund evacuation routes. The arrangement has prevented open violence and made extraction more accountable, but it has not resolved the underlying question of how much risk Stillbreath may take for its livelihood. The Compact now supports a town of roughly 2,400 people, while its members debate whether deepening work is prudent preparation for the future or a dangerous step toward waking the giant. Recently, a new tunnel revealed a door behind Orun's ear. It opens from inside, and someone on the other side knocks. The discovery has sharpened every old disagreement.

How it began
The Compact traces its founding to a winter remembered as the Quiet Cart stoppage. The guild says the carts stood silent because the quarry crews and craft households refused to let either group be played against the other; outsiders often retell it as a strike against the Hushwardens, which the Compact insists is wrong. In the aftermath, the separate associations joined their stores, wage ledgers, and safety rules into one compact body. The name Cairnwright Compact refers to that agreement and to the careful stacking of stone, not to a claim over Orun.
How to know them
Chalk white, Iron gray, Dull copper
- A three-course cairn with a gap at its base
- A copper line marking the boundary between worked stone and untouched living stone
- A white tally mark on a tool handle, indicating it has been checked for permitted work

What they say they want
What they are doing now
Where it leads
A Stillbreath that can thrive without taking more from Orun than he sheds naturally. The Compact hopes to use its tools, training, stores, and craft skill to build other sources of work while preserving a lawful, carefully measured quarry for as long as it remains safe.
How others see them
Many residents see the Compact as the practical backbone of Stillbreath: the people who keep homes repaired, tools working, and families employed. Others think its leaders always find a reason to ask for one more gallery. Even its critics generally recognize that Compact members follow the law against cutting living stone.
People
5 ranks
Compact Speaker
Direct, steady under pressure, and more compassionate than her bargaining manner suggests. She will concede a point when the evidence is sound, but resents being asked to accept risk on behalf of people who do not share it.
- Compact Speaker1 member
Dagna Flint leads negotiations, represents the guild in Quiet Accord proceedings, and can call an emergency meeting. She cannot issue a lawful extraction permit alone.
- Bench of Measures7 members
Elected representatives of quarry crews, cutters, masons, haulers, and workshops. They approve budgets, debate work proposals, and supervise the guild's response to safety findings.
- Crew Stewards24 members
Experienced workers who assign shifts, maintain tools and safety records, and bring grievances from crews to the Bench of Measures.
- Sworn Hands180 members
Full members who work in extraction, stonecraft, hauling, repair, accounting, or related trades. They vote on guild policy and elect the Bench.
- Attached Households260 members
Apprentices, dependents, seasonal laborers, and independent craftspeople who rely on Compact employment or services but do not hold full voting rights.
Other key members
- Senior Crew Steward Voice of the working crews and likely challenger to the Bench if safety concerns are ignored.
- Deepwork Advocate Internal hardliner pressing for a deeper gallery and tempted to test a restricted seam without a joint permit.
- Master of Stonecraft Workshop representative who can organize alternative work if the town must reduce extraction.
How they are organised
- A prospective member must demonstrate a trade, service, or skill useful to the guild or its attached households.
- New members must learn the Quiet Accord's work restrictions, including that no living stone may be cut and no extraction may begin without a joint permit.
- Applicants must accept safety instruction and the authority of assigned crew stewards during permitted work.
- Full membership follows an apprenticeship or a period of supervised service. The Bench may grant exceptions for experienced craftspeople.
Relations
5 factionsA necessary working relationship rather than a settled friendship. The Hushwardens' inspections and the Compact's craft labor keep the Quiet Accord functioning. Each side depends on the other's seal, and hardliners on both sides resent that dependence.

Territory
Headquarters
StillbreathA broad counting hall and tool store built into one of Stillbreath's lower terraces. Its benches are arranged for joint permit meetings, its ledgers record every assigned extraction window, and its open work yard is kept clear for hauling demonstrations and emergency drills. The building is practical rather than imposing, with muffled hammers and felted door latches in deference to the town's quiet laws.

Outposts
- Permit and Tool StoreA work yard beside the lower terrace accessHolds checked tools, work records, and supplies for authorized crews.
- Route Maintenance PostA covered bench near one of the town's evacuation routesStores repair materials and hosts joint upkeep work funded by the Compact and Hushwardens.
Secrets
Plot hooks
4 hooks- 1The Lost Work WindowPersonal, low to moderateReward: Wages, goodwill, and a useful introduction to Compact workersA character's relative has been assigned to a permitted crew whose next work window is suspended. Dagna offers the party paid repair work and access to guild stores if they help find a safe way to keep the household fed without pressuring Mara to ignore her evidence.
- 2Marks Without a PermitLocal, moderateReward: A negotiated favor from either faction and evidence relevant to a permit disputeThe party finds an old informal survey mark near a proposed gallery. The Deepwork Advocate asks them to verify whether it indicates a pocket of dead crust, while a Hushwarden asks them to report the mark before anyone acts on it. Neither side has all the facts, and the mark may be misleading.
- 3Three Knocks Behind the EarLocal to regional, highReward: Trust from multiple parties and access to the most unusual discovery in StillbreathThe new tunnel behind Orun's ear has revealed a door that opens from inside. Someone knocks from the other side. Dagna wants a controlled investigation that protects the workers and preserves evidence; the Hushwardens want it sealed and watched. The party may be asked to help broker a joint approach through Mara before the hardliners move.
- 4The Breath Between WindowsCampaign-scale, highReward: Influence over Stillbreath's evacuation preparations and its future relationship with OrunMara's measurements suggest Orun's breaths are shortening, but she has kept the trend from both factions while seeking an evacuation agreement. Dagna asks the party to learn why Mara has delayed approving the next window. If they uncover the truth, they must decide how to share it without triggering panic, a shutdown, or an unauthorized attempt to keep the quarry open.
