Root-Sovereign Conclave
The Conclave began as a compact among distinct custodians, not as a government over Verdara. Its authority grew as more communities sought help interpreting leyline tremors, resolving competing claims to routes, and protecting sacred groves. Over centuries, it developed a network of wardens and sanctuaries around the most vulnerable root channels. Its reputation was shaped by the watershed severing, a rescue that prevented a spreading fissure but damaged trust and displaced people. Later generations made consultation and recorded dissent part of its practice, though emergencies still test those rules. Today the Conclave is a small but influential body within the Verdant Heart Nexus. It has no standing army or authority over every settlement, yet its knowledge of the living roots makes its warnings difficult to ignore. Recent surges and signs of corruption have made its old balance between protection and restraint increasingly hard to maintain.

Overview
How it began
The Conclave's oldest account begins after a season when the deep caverns shuddered and streams ran warm with metallic-tasting water. A gathering of ancient root-aspects, saurian elders, and primal dryad-sovereigns followed the tremors through a maze of living roots to a wounded channel of the Verdant Heart Nexus. They found that separate communities had each tried to solve the disturbance alone, worsening it through conflicting rites and excavations. The survivors formed a council to coordinate care for the core rather than claim ownership of it. The Conclave's defining watershed came generations later, when a major ley-surge split an ironwood conduit and opened a planar fissure. The council ordered the conduit severed despite pleas from settlements that relied on it. The severing stopped the fissure from spreading, but the released surge devastated a broad region of rootways. The decision saved the greater network and cost the Conclave the trust of many people it had sworn to protect. Since then, its stewards have treated every intervention as a choice with a living cost, and require dissenting testimony before a major conduit is cut or sealed.
How to know them
Ironwood brown, Sap gold, Deep-leaf green
- A forked root surrounding a seed, representing care that protects future growth.
- Three curved lines carved beneath a doorway, a customary sign that a route passes near a sensitive ley-current.
- A braided cord of bark and woven grass, worn by wardens when they are authorized to negotiate or temporarily close a route.
Standing
What they say they want
What they are doing now
Where it leads
A Verdara in which communities can live near the living roots without exhausting or controlling them, and where the Nexus's ley-currents remain stable without requiring a single authority to dominate the region. The Conclave wants cooperation to replace extraction without consent, but it has not agreed how much risk it should accept for that ideal.
How others see them
To many who live near the Verdant Heart Nexus, the Conclave is an indispensable guardian whose warnings have prevented disasters. To delvers and resource gatherers, it can seem secretive, slow, and willing to put ancient roots before present-day needs. Communities that remember the watershed severing respect its power but question whether its sacrifices are always fairly shared.
People
5 ranks
Grand Archon
A Level 18 Circle of the Shepherd druid, expressed as a custom story designation rather than a claim that every aspect uses the same rules. Ygg-Vael is compassionate but remote, seeing immediate suffering and centuries of consequence at once. The Archon can be slow to act, not from indifference but from fear of repeating an irreversible mistake.
- Twin Archons2 members
Grand Archon Ygg-Vael and Elder Matriarch Siss-Teth share executive authority. Ygg-Vael speaks for the enduring root network; Siss-Teth represents living communities and the obligations of guardianship. Either may call an emergency gathering, but neither can permanently alter sanctuary law alone.
- Elder Matriarch Siss-Teth Co-leader, defender, and voice of the saurian elders
- Deep Witnesses12 members
The senior council hears disputes, weighs risks to the Nexus, and records decisions in living root-patterns and saurian oral histories. Seats are held by root-aspects, saurian elders, and dryad-sovereigns, with no group permitted to hold a majority.
- Conduit Wardens48 members
These experienced stewards patrol ironwood conduits, inspect extraction sites, guide visitors through unstable routes, and organize repairs. They can halt dangerous work temporarily but must report significant interventions to the Deep Witnesses.
- Sanctuary Keepers96 members
Keepers tend sacred groves, protect local root sanctuaries, maintain refuge sites, and teach visitors the protocols for entering sensitive ground.
- Rootbound and Oathbound192 members
This broad body includes younger awakened root-aspects, saurian elders in training, dryad attendants, and sworn primal guardians. Members serve as messengers, defenders, healers, and witnesses.
Other key members
- Thessik Keeper of oral histories and council witness
- Kett Varo Conduit Warden and regional mediator
- Gethri Rising guardian and potential reformer
How they are organised
- Demonstrate a sustained commitment to protecting living roots, local communities, or the stability of the Verdant Heart Nexus.
- Accept that sanctuary access and extraction rights are subject to local conditions and may be restricted when the roots are threatened.
- Provide a witness or sponsor among the Conclave, a recognized saurian elder, or a sanctuary keeper.
- Agree to report observed damage, contamination, or unusual leyline behavior rather than conceal it for personal gain.
- New members are not required to belong to a particular ancestry or species, but must accept that the Conclave's oldest customs were formed by root-aspects, saurian elders, and dryad-sovereigns.
Relations
9 factionsThe elder-clans share the Conclave's concern for the Verdant Heart Nexus and provide scouts, oral histories, and defenders for root sanctuaries. Their cooperation frays whenever the Conclave restricts traditional hunting grounds.

Headquarters
The Verdant Heart NexusThe Conclave gathers in a sanctuary formed by interwoven ironwood roots around a natural chamber deep beneath the jungle. Pale crystal light travels through the walls like slow lightning, and the floor gives softly beneath each step. The chamber has no fixed throne or permanent meeting arrangement. Root-aspects settle into the walls, saurian elders take places along the central path, and dryad-sovereigns stand where the air carries the clearest pulse of the core.
Lands they hold
Outposts
- The Scarred ConduitA sheltered passage beside a major ironwood conduit near established delver routesA monitoring post built at a visible break in the conduit, where wardens can track repairs, warn travelers, and record renewed signs of instability.
- The Persistent FernA secluded sacred grove above a deep root junctionA refuge for messengers and injured travelers, named for a stubborn fern that grows from a seam in the grove's stone floor.
- The Cut-Root GateA stable route along the edge of the crystal-lit cavernsA guarded boundary where visitors are questioned before entering sensitive root sanctuaries, named for an old channel that had to be cut to halt a spreading fissure.
Secrets
Plot hooks
5 hooks- 1The Missing WitnessPersonal, suitable for a short investigationReward: A trusted Conclave contact and guarded access to a local root sanctuaryA new member's sponsor has disappeared after reporting that a conduit has begun pulsing in time with a voice heard only underground. The characters must find the sponsor and decide whether to bring the report to Ygg-Vael, Siss-Teth, or both.
- 2A Door Through Living StoneLocal, exploration and negotiation with a time-sensitive hazardReward: Safe passage, practical supplies, or a negotiated extraction permitA delver crew has opened a passage that the Conclave ordered sealed. The route may offer a fast way to evacuate a nearby settlement, but the exposed roots are already showing signs of corruption. The party must negotiate, rescue those still inside, or find a safer route before the wardens close the passage by force.
- 3Where the Song StoppedRegional, investigation with environmental dangerReward: The Conclave's confidence and access to its leyline observationsSiss-Teth asks the characters to investigate a sanctuary where birds and small animals are fleeing, while the plants remain unnaturally still. The Conclave's wardens disagree about whether this is a warning sign or an attempt to draw them away from a more vulnerable conduit.
- 4The Closed GreenwayRegional, social and logistical challengeReward: A lasting settlement alliance and influence in future council decisionsA settlement's water and food supplies are running low after the Conclave restricts access to a nearby root zone. The council says the closure is necessary, but evidence suggests an old decision rather than a new threat may be keeping the route shut. The party can uncover the reason, secure alternative provisions, and decide what truth should be made public.
- 5The Conduit DecisionCampaign-scale, high-stakes choice with consequences for VerdaraReward: A pivotal role in shaping the Conclave's policy and the region's futureA failing ironwood conduit threatens to carry leyline corruption toward a major root junction. Ygg-Vael wants time to attempt a repair; Siss-Teth believes the conduit must be severed immediately. The party is asked to gather evidence, protect the work crews, and help determine which risk the Conclave should accept.
