Rogue, Mastermind, Level 5
Verna Castellan
Species
Human
Appearance
Verna is a composed human woman with a narrow, weathered face and the stillness of someone who has spent years listening to dangerous people finish their sentences. Her slate-gray coat hangs heavily from her shoulders, its wool brushed smooth in some places and roughened into salt-colored nap in others. Her movements are economical and strangely quiet, even when crossing loose freight gravel. A thin white scar runs from the corner of her mouth to her jaw, as if someone once tried to erase her smile. Her hands are ink-stained, callused at the thumb, and always cool. She leaves behind the impression of a tired civil servant who could either save a neighborhood or condemn it with the same calm nod. The contradictory detail is her laugh, which is unexpectedly warm, breathless, and completely at odds with her controlled professional manner.
“Measured, articulate, and bureaucratically polite, with a faint rasp from old smoke inhalation. She speaks as though every sentence might later be entered into evidence.”

Distinguishing Features
A pale scar from the corner of her mouth to her jaw
A brass municipal badge with its central seal deliberately filed smooth
Ink-black stains permanently embedded around her right thumbnail
A green scarf worn beneath her official coat despite its frayed and civilian appearance
An uncanny ability to recognize freight routes by the smell of dust, oil, and packing straw
Voice
“A low, dry contralto that becomes almost maternal when addressing frightened people and glacially formal when addressing officials.”
Clothing
A dark slate-gray municipal inspector's coat with reinforced brass buttons, a high collar, hidden inner pockets, waterproof cuffs, and faded red stitching at the hem. Beneath it she wears a cream shirt, charcoal trousers, soft-soled boots, and a narrow green scarf belonging to a dead clinic courier.
Body Language
Verna stands with her weight balanced on the balls of her feet, one hand resting lightly on her leather case. She rarely points. Instead, she turns her whole body toward whoever currently holds the greatest leverage. When anxious, she aligns nearby objects into straight parallel rows.
